In First row  d - block elements , 4 s sub shell is outer most shell. The 3 d sub shell is not valence sub shell. Therefore, whenever First row  d - block elements want to loss electrons, electrons from 4 s sub shell are lost first and then electron from 3 d sub shell lost.
