A base is any substance that is able to release hydroxide ions (OH-) in the solution or accept hydrogen ions (H+)  from the solution or release electrons in the solution.. The behavior of a base is shown as-

The relative strength of a base is the extent to which it ionizes when dissolved in water. If the ionization reaction is essentially complete, the base is called strong; if relatively little ionization occurs, the base is weak.

Now, the strength of a base also depends upon the stability of the conjugate acid formed. A more stable conjugate acid means a stronger base and a less stable conjugate acid means a weaker base.
