I think that this is a strong argument because, if the hypothesis was true and the dog did know the killer, then the observation that the dog didn't bark in unsurprising, however, if the hypothesis was false and the dog did not know the killer, then the observation of the dog not barking is surprising, therefore this is a strong argument.
