If point C is the center of bar BD, why is CD measured as 24in and not sqrt(24^2 + 10^2)/2 or 24/2?

In other words, does converting absolute velocity to angular velocity using v = rw only work when the length r is perpendicular to v? It doesn't quite make sense to use 24 and not 24/2 in that case
