Rulers expanded webs systematically while villagers expanded them accidentally Rulers rarely intended to strengthen bonds with others, but villagers tended to try to connect those they interacted with. The actions of average people had much more impact than those of rulers, and that was by design. Villagers actively worked to expand connections and they recruited rulers to carry out their ideas.
