For a neutral atom, number of protons = number of electrons
Cations are the species having positive charge and anions are the species having negative charge.
The number of protons is always equal to atomic number of atom/ion.

number of electrons in anion = number of protons in parent atom + (charge on anion)
Number of electrons in cation = number of protons in parent atom - (charge on cation).
