Neutral atoms are the  species having no positive or negative charge on it. 

Cations are the species having positive charge and anions are the species having negative charge.  

Number of protons are always equal to atomic number of atom/ion. 

Number of electrons can be calculated as : 

Number of electrons in neutral atom = number of protons 

Number of electrons in anion = number of protons in parent atom + (charge on anion) 

Number of electrons in cation = number of protons in parent atom - (charge on cation).
