Expression for the friction force is

 F=μN

Friction force is directly proportional to the normal force.

Greater the normal force greater the friction.

For the horizontal surface (case 1) , the normal force is equal to the weight of the object

N=W

and for inclined surface (case 2) the normal force is equal to

N=Wcosθ      θ-angle between the incline and horizontal surface

Cosine is greater when θ=0°, this corresponds to horizontal surface.
