Since the dissociation of a salt is depicted here in cation Na+ and Cl- anion. 

Cation is positively charged so it can only be surrounded by negatively ion or partially negative charge carrying species. So Na+ should be surrounded by Oxygen atom of water molecules.

Similarly Anion is negatively charged so it should be surrounded by positively charged species. So Cl- should be surrounded by Hydrogen atoms of water molecules.
