Memorandum To: Agency Supervisor From: Allen Bittner Date: 3/15/2024 Re: Crime Report for Allentown Pennsylvania, 2018 – 2022 [Include the following information: I. Allentown Pennsylvania II. The population as of July 1, 2022, is 125,094. 24.6% of the population are 18 years of age or younger. 12.5% of the population are 65 years or older. 50.9% are female. The race and Hispanic origin breakdown: White alone is 47.1%, Black or African American alone is 13.4%, Asian alone is 2.8 percent, Hispanic or Latino is 54.3%. People that have identified as two or more races is 18%. 81.9% of the population is a high school graduate or higher, 18.3% of the population has a bachelor’s degree or higher (the population for these two statistics only include individuals over the age of 25). The mean travel time to work for people over the age of 16 is 23.6 minutes. The median household income (in 2022 dollars) is $52,449 (us census). III. In 2022, there were 4,472 offences and 1,347 were cleared. The two largest number of offences were larceny (2,213) and other assaults – simple (1,367). A variety other offences were also committed: burglary (257), aggravated assault (251), motor vehicle theft (233), robbery (105), rape (26), arson (11), murder / nonnegligent manslaughter (9). Despite larceny having the highest offense count, it had the second lowest clearance rate at 8.72% or 193 clearances. The previous year had less offenses and clearances at 3,845 and 1,077 respectively. The total crime increases from 2021 to 2022 by 16.31%. From 2021, five types of offenses increased in frequency: arson (266.67%), larceny (28.36%), burglary (17.89%), other assault – simple (9.10%), robbery (6.06%). Four types of offenses experienced decreases from 2021 to 2022: murder and nonnegligent manslaughter (25%), rape (16.13%), aggravated assault (7.04%). motor vehicle theft (0.85%) (Pennsylvania uniform crime reporting system). IV. In the Current YTD, there were 7,189 nonviolent crimes, the Previous YTD had 7,239 nonviolent crimes. Burglary Motor Vehicle, Auto Theft, and Theft comprise most nonviolent crimes. Burglary building and fraud both have significantly lower YTD cases. This trend remains true for both the 90 and 30-day periods. V. In the Current YTD, there were 2,109 violent crimes, the Previous YTD had 1,837 violent crime cases. Aggravated Assault comprises more than half of all violent crimes in both current and previous YTD, 90-day, 30-day time periods. The second and third highest violent crimes are robbery and sexual assault. Human trafficking, kidnapping, and murder are all below 35 cases during the previous and current YTD, 90-day, 30-day time periods. VI. Auto theft, and burglary building experienced an increase of crime in all three time periods. Auto theft had a 10.4% increase in the YTD period, 8.5% increase in 90-day periods, and
5.7% increase in 30-day periods. Building burglary had a 26.5% increase in YTD periods, 15.3% increase in 90-day periods, and 33% increase in 30-day periods. Burglary motor vehicle increased only in YTD periods by 7.3%. VII. Fraud and theft both experienced a decrease in all three time periods. Fraud decreased by 28.4% in YTD periods, in 90-day periods it decreased by 36.1%, in 30-day periods it decreased by 53.2%. Theft decreased by 11.8% in YTD periods, 14.5% in 90-day periods, and 37% in 30-day periods. Burglary motor vehicle decreased in both the 90 and 30-day periods, by 1.5% and 31.6% respectively. VIII. Aggravated assault, kidnapping, and murder have increased in all three time periods (YTD, 90-day, 30day). Aggravated assault increased 29.4% during YTD periods, 29.5% during 90- day periods, and 22.6% during 30-day periods. Kidnapping increased 10% in YTD, 14.3% in 90-day, and 150% in 30-day periods. Murder increased 33.3% during YTD periods, 29.4% during 90-day periods, and 800% in 30-day periods. Robbery increased in both the YTD and 90-day periods by 8.1% and 8.2% respectively. IX. Human trafficking and sexual assault decreased in all three time periods (YTD, 90-day, 30- day). Human trafficking decreased by 31.6% during YTD, 40% during 90-day, and 40% by 30- day time periods. Sexual assaults decreased by 36% in YTD, 37.8% in 90-day periods, and 46.2% in 30-day periods. Robbery saw a decrease in crime of 26.3% within 30-day periods. X. Nonviolent crimes have decreased from the Previous YTD to Current YTD by .7%, or 50 less offenses. A decrease can also be seen when evaluating the current 90-day period vs the previous 90-day period. During this period, there were 317 less nonviolent crimes, for a total reduction of 5.92%. Within the two 30-day periods, we can see the most drastic decrease of 483 less nonviolent crimes or about 25% decrease. XI. Violent crimes have increased within the YTD periods by 14.8% or 273 more violent crimes in the current YTD. Violent crimes have increased 203 or 15.1% during the 90-day periods.
