ISSUE STATEMENT 2 In   1   paragraph,   define your social problem and the population impacted by it. Child support enforcement is an issue plaguing our society today. The agency only pursues non-custodial parents to obtain payment. Some fathers feel they have no rights, and some don’t have any emotional ties, only financial. Morally we need to fix this because it is a moral deficit in our children’s social and emotional development. As a foster care case manager, I work with parents who are struggling to parent because they are overwhelmed, and they are forced to parent alone. Some parents just give up and literally sign away their rights to their children. This is where I see children suffer when they don’t have the supportive resources from both parents. I see the concern certain policy makers have with the rights of unborn children, but I am concerned about the rights of the child that is born. Should we not require both parents to stand responsible, not just financial responsibility, but a moral commitment to support mentally, physically, emotionally, and medically. Our Society must make a course correction to require parents to contribute more than a few dollars but to make a payment towards the future with an investment in our own children 1 st . Race and culture may also play a significant role on the outcomes of involvement. (Vollings, et al,2019) states, African American fathers are significantly more likely to share responsibility and engage in positive coparenting with mothers than White or Hispanic fathers, yet it is not clear whether these racial‐ethnic differences also apply to caregiving‐ contact or communication‐contact with children. Conceivably,
ISSUE STATEMENT 3 cultural differences may influence the meaning these parenting behaviors have for families. In 1–2 paragraphs, explain your critical reasons for why the public   and decision makers, as well as social workers, need to advocate for change. The family structure is under attack. Fathers add stability to the household and without fathers there in the home children suffer, they are less protected and more vulnerable. Children are easily influenced when there is no family structure. It is a daunting task to be as single parent and have all responsibilities for providing, and protecting on one individual can be overwhelming. It does take a village to raise a child. That is why decision makers and social workers should advocate for change because our communities are being affected. Gun violence in our schools, teen pregnancy, child prostitution, sex trafficking of minors, gang violence, high school dropout rates increasing are all directly related to children being under supported. In   1–2 paragraphs, describe what happens in communities if your goal to alleviate the problem is realized. If there were initiatives to support fathers who still co-parent while living outside the home. Fathers who attend PTA and IEP meetings, who take their children to wellness doctor’s appointments, father who spend time with the child and co-parent, and show up for and support their children in extracurricular sports should receive specialized incentives. Communities with strong fatherhood programs have stronger families which utilize less resources. This type of incentive would be used to encourage stronger father child relationships.

ISSUE STATEMENT 4 Parental support policy The parental support policy was created to support children’s emotional, physical, and financial wellbeing by requiring both parents to share in the responsibility of providing for the child overall needs. This legislation would require non-custodial parents to share in co-parenting responsibilities to be able to receive a tax deductions once Nonresidential father-child cohesiveness is achieved. Research conducted shows “... that researchers should consider the ecological context of nonresident fathering and its implications for measuring father involvement. Some low‐income nonresidential fathers maintain good relations with the mother and are able to have frequent face‐to‐face contact with the child. Other fathers have a much more difficult time seeing children and may depend on other forms of contact such as telephone and social media contact... findings suggest that fathers may be able to maintain positive relationships with children and have positive parent parenting attitudes when they make efforts to maintain communication‐contact with the child. Most importantly, the close relationships and positive parenting attitudes that were found to be associated with frequent communication contact may lead to children showing better developmental outcomes” (Volling, et al., 2019). This observation is not only supportive of nonresidential fathers but also for all nonresidential and non-custodial parenting families.
ISSUE STATEMENT 5 Policy review Is your selected policy dictated by local or state statute—or a combination thereof?  This policy is a combination of existing policy with an addition to cover disparities that affect childhood poverty and child social development. How does the policy address your issue statement? Or what is missing?  This policy addresses the issue of fatherhood being overlooked as a important component to child emotional and social development What are the different sections, or components, of the policy?  This policy encourages fathers to participate in their child’s life financially, developmentally, and socially. This policy focuses on enhancing the father-child relationship through contact and engagement. How long has the current policy been in place?  The current fatherhood program has been in existence since 1977 in Georgia. Who supports and who opposes the policy?  OFA (Office of Family Assistance) supports this policy, Politicians who don’t understand how poverty effects children and families are in opposition to such proposals.
ISSUE STATEMENT 6 What changes, or amendments, have been made to the policy?  Incentive have been added to increase participation of non-custodial parents or non- residential parents to take a positive role in their child’s overall development. Tax incentives have been added so that nonresidential parents can share in deductions for the child tax credits yearly. Explain how this policy affects clients you might see in a clinical setting and why, as a clinical social worker, it would be important to advocate for change. This policy would be a strong motivation to parents who are under a burden of paying child support but have no previous claims to Child Tax Credits because they are not the custodial parent. This policy benefits the child with another supportive resource that can inject positive developmental outcomes. For the parent it is relationship building support for parent-child relationships and there is a financial benefit of equal participation of child-tax credits yearly.
