lOMoARcPSD|12087007 Deviant Behavior — Russia’s War Crimes Deviance is a sociological term used to describe activities that violate cultural standards and are therefore deemed detrimental to society (Henslin, 2017). Deviant behavior is explained in a variety of ways, including psychological, biological, and sociological factors. It is possible to challenge social norms in both an informal and formal manner. Those deviations considered informal are those that do not adhere to social norms and are regarded as inappropriate, such as tattoos, cursing, and immoral behavior. A deviation from a codified law or regulation is termed formal if it violates such a codified law or regulation. The law penalizes formal deviant behavior with fines, imprisonment, and even capital punishment. At a societal level, deterrence and punishment are frequently used to manage deviant behaviors. Recently in the news they have been reporting about Russian war crimes committed against the Ukrainian people. As a result of the unprovoked and unjust war that Russian President Vladimir Putin has waged against the Ukrainian people, an unrelenting campaign of violence has swept across the country. There have been reported instances of indiscriminate attacks specifically perpetrated against civilian populations, as well as other atrocities. Medical facilities, several residential units, private vehicles, educational institutions, public infrastructure, as well as retail establishments, and emergency vehicles have been destroyed by Russian soldiers. (VOA, 2022). This has resulted in the death or injury of thousands of innocent civilians. Several of the sites that the Russian forces have destroyed can be identified as being occupied by civilians. An official report released by the UN Office of the High Commissioner for Human Rights on 11 March 2022 reveals that this also pertains to the Mariupol maternity hospital. In addition, there is a strike that has hit a Mariupol theater, which clearly bears the word “дети” — Russian for “children” — in huge letters visible from the sky. These tactics were also employed by Putin's forces in Grozny, Chechnya, and Aleppo, Syria, where they intensified their
lOMoARcPSD|12087007 bombardment of cities to undermine the people's will (Shivaram, 2022). According to President Zelenskyy, "blood and tears have been shed by the Ukrainian people in their attempts to achieve this goal." (Blinken, 2022) Since Moscow's conflict began nearly a year ago, regional authorities have registered over 65,000 Russian war crimes, according to Ukraine's Prosecutor General, Andriy Kostin (Macias, 2023). Crimes of this type are not merely accidental. They involve the systematic targeting of civilians, deliberate murders, horrific torture, rape, pillaging, and forced removal on an unprecedented level. As the conflict continues in Ukraine, the death toll continues to rise. Since Russia's invasion of Ukraine in late-February 2022, the United Nations has confirmed a total of at least 7,110 civilian deaths in Ukraine. Since these war crimes cross territorial jurisdictions, the International Criminal Court, an international court established to prosecute crimes against humanity to the most extreme standards, is unable to bring criminal proceedings against them (ICC, 2022). As a result, Russia still holds veto authority over all measures put forward by the 15-member group. The formation of a specialized court by the UN Security Council does not appear likely as well. There has always been an element of ruthlessness underlying civilizations' rejection of what sociology dictates that they should reject. It is also not accepted by this group of people for people to murder, steal, rape, or in any other way deviate from the standard (Finnegan, 2022). Due to these aberrant acts, everyone who has seen them has been shocked and outraged. This behavior has been condemned as a result. Aside from the Ukrainian people, men, women, and children, of all ages, that are experiencing this firsthand, this has been witnessed by most of the world. The atrocities committed by Putin and the Russian soldiers against the Ukrainian people are viewed as formal deviance by most of the world, and although many of these countries are not yet participating in the actual battle, they have supported the Ukrainian people by sending

lOMoARcPSD|12087007 much- needed supplies, like food, water, clothing, military aid in the response of equipment, and allowing refugees from the Ukraine to reside within their borders. Finally, there is a goal of self-consistency embodied in moral identity, which is the force that drives cognition into behavior. If an individual does not know how to behave in a particular situation, they turn to others to determine what is appropriate and what behavior is rewarded. An individual will be more motivated to act in accordance with morality if morality plays a central role in their self-concept (Hardy, 2006). Accordingly, we can argue that most of the values and standards are beneficial in the sense that they serve as a baseline for evaluation. The standards are more likely to be applied in practice. It may take longer than most people would like but the ones responsible for these atrocities will have to pay for their action. If not by man’s justice, they will have to answer to God.
