1. Argue the merits and deficiencies of both incarceration and community-based corrections. You many organize your major points into lists. What types of offenders are best served by which correctional model? Are there any useful alternatives to these models? Assuming yes, why have the alternatives failed to win broad support? What could be done to make these alternatives more attractive to lawmakers? 2. Fully discuss the system of parole in the United States. Summarize the history of the institution, its evolution over time, the philosophy supporting it, the organization of the system itself, and any Constitutional issues involved with its implementation. 3. Assuming, as do most of us, that the United States’ drug policy requires retooling, design an alternative policy based on your readings and experience. How might your proposed policy work more efficiently? Address all relevant areas such as source control, interdiction, criminal statutes, treatment, education, and legalization. 4. In your opinion, has the Victims’ Rights Movement adequately reached and assisted American crime victims? Discuss and critique the various laws and programs intended to deliver services to these individuals. Which laws/programs appear most helpful? Most useless? Which should be discarded? Which should be retained? Which should be improved, and how? 5. If you were in charge of recruiting persons into policing, what characteristics would you look for? What emphasis would you place on higher education and why? What type of training would you require and why? How would you assess the ethical and moral standards of recruits? What standards would you require for policing and what efforts would you suggest for maintaining those standards within the police force? 6. Discuss the technological and ideological advances made in policing over the past ten years. What, in your opinion, are the greatest challenges facing law enforcement in the 21st century? What could the system do to prepare for these challenges?
