Former President Barack Obama was alluding to the unclean conditions and overpopulation in prisons, as well as gang activity, sexual assault, and violence. According to Obama (2015), Conditions prevailing in prisons that are unacceptable in any civilized society need not to be excused. It is not appropriate to allow jail overcrowding. Rape, violence, and gang involvement should never be condoned. Furthermore, it is not proper in popular society to jest about it. This is simply unacceptable. To keep offenders occupied during the day, there are simply not enough activities available. President Obama has decried the practice of solitary confinement and its abuse. Rape and violence within institutions can be caused by a variety of factors. In addition to potentially reducing many more jail sentences down the road, the act's goal is to allow for early release of persons from custody. solving the problem of prison overpopulation in the end. In accordance with the First Act, all federal prisoners will be subject to a risk and needs assessment method that will classify their likelihood of reoffending, match them with appropriate programs to reduce reoffending based on that classification, notify accommodation decisions so that prisoners with similar risk profiles are grouped together, and offer incentives for participation in and completion of recidivism-reduction-related activities.
