Please review the full assignment prompt and the Week 5 Final Paper instructions located within
the classroom and in the POL 201 Course Guide before beginning this assignment.
Utilizing the worksheet below, develop detailed paragraphs that focus on the first main point for
your final paper. For each section, a minimum of one fully-developed paragraph is required.
A
fully developed paragraph should be a minimum of 5-7 sentences in length. Each paragraph
should include at least one in-text APA citation that provides support for the topic.
At least two scholarly sources from the Ashford University library (not including your textbook)
with in-text citations utilized within your paragraphs are required.
Two new sources should be
utilized each week to meet the minimum of eight required sources for the final paper.

1. Federalism:
A.
One advantage to a national policy that must be implemented by one agency
of the federal bureaucracy.
There are many advantages to a national policy that must be implemented by one agency
of the federal bureaucracy. The major benefits are that policies are uniform throughout the states
and that there is transparency.
There cannot be different standards across different states for
example Congress passed the National Highway Traffic and Motor Vehicle Safety Act and
the Highway Safety Act of 1966. “Under this legislation, the federal government has the power
to establish safety standards for new motor vehicles and to create standards for a variety of
highway safety programs implemented at the state level.” (Waller, P.F. 2002) While at first the
death toll continued to rise before eventually decreasing these laws were Instrumental in bringing
down that number. “This remarkable achievement is attributable to many factors, but very
significant among these is the leadership at the inception of the federal program.” (Waller, P.F.
2002)
B.
One disadvantage to a national policy that must be implemented by one
agency of the federal bureaucracy is that the lack of one clear national policy but yet fifty
individual state policies. “Critics of regulation have long charged that it is too constraining,
unreasonable, and costly.” (Coglianese, C. 2017).
C.
One option to maintain the advantage of the national policy discussed above.
One option to maintain the advantage of the national policy such as federal motor vehicle safety
Standards would be to continue to do research on deaths due to traffic accidents and to see where
Standards need to be updated or implemented. Laws also need to be enforced when needed.
D.
One option to improve the disadvantage of the national policy discussed
above.
An option to improve the disadvantages of the national policy is too insure
that the laws are adjustable and enforced where need be. Research, statistics and testing is critical
to determining how and where to implement such legislations.
