2-5 Assignment: Writing Notes My argument in my persuasive essay is reforming the Foster Care System to address mental health issues with child placement. I could have picked a topic that was related to my course of study. I chose this topic because it hits a little closer to home for me. This issue can be debatable with the right individuals and there will be perspective from all. This topic is valid with creditable sources. It is perceived differently based on point of view. I am a foster parent and advocate for two little boys that are part of the Foster Care system. They have been in my home for the last 3 years, so I am enthusiastic about a change, and I will voice this every chance I get. No one should fall through the cracks, everyone’s voice should be heard, and there should be help for everyone. Choosing this topic makes it extremely hard to narrow down key topics to three. Being that the topic is so dear to me, and I do believe that it would be more along the range of four to five topics that I will address. Each topic that I present could have a subtopic as well. The first key topic I will address is making it mandatory for all foster children files to be complete with a family history report. This means that if a child is to be removed from the home, the removing party needs to get answers from a parent, sibling, grandparent, or close family member. This helps the foster families and children. It will allow you to know what type of issues the child may have that could be hereditary. This is useful for doctor appointments and enrolling children in school. If you are asked a question on a form or by the doctors, then this form will give you the opportunity to give the correct information to the parties that are requesting it. The second key topic I will address is trauma assessments being completed for all children before placement. Upon removal of the child, they would be taken to the contracted entity and this assessment
would be complete. Once the assessment is completed then you will automatically know the level for the determination of care the child should receive and what type of treatment plan should be established for the child. We should not be waiting for all these things to occur before we address them. This is a disservice to the child and foster parent/family. The third key topic will focus on being able to receive the correct mental health services without delay. While we know that foster children can only receive mental health help within the county they reside, families should automatically receive waivers or referrals to get treatment and care outside of the county due to the lack of availability within certain counties. We should be attempting to resolve the trauma related issues sooner than later. The audience that I want to focus on are CPS (Child Protection Service Workers) on all levels, FCW (Foster Care Workers) on all levels, Agencies, Foster Care Parent(s)/Families, GAL (guardian ad-litem), Judges, and Attorneys. I know the audience is large, but all these individuals have said on if a child is removed from the home and placed within the system. Some of them are over burden with all the cases that come through to them, some of them are not good at truly advocating for a child, and some of them are not sure of how the process will go. They just know what the process should be like or look like. I am not targeting a race or gender within this essay. Therapists and Mental Health Workers could be added to this audience as well because we as foster parents seek treatment for our babies through them. I think within this audience a challenge is getting them to understand trauma related illnesses do not always show right away. This should be mandatory due to children being removed from the environment they know. Another challenge would be getting them to understand trauma does not become more aggressive because it is addressed right away. The reason there is a challenge with this is because
most of the audience do their job based off training. A lot of it is book work, meaning they are reading. And unfortunately, the behaviors that happen within the home are necessarily the book teachings that they are taught. I am hoping that my target audience understand that we can cut down the number of FTMs (family team meetings) for removal and transitions from one home to another if they conduct better training outside of PRIDE and GROW. Along with pairing children within the homes that they fit. Ex: some children do not do well with other kids in the home, animals in the home, or males around. If we conducted the right surveys and completed the proper paperwork, we could catch all these things up from and help to not cause more trauma. The goal that I would like to achieve is for children within the system to have a better chance of stability. What we have learned over the last 3 years is that foster children want to feel wanted, stay in places for an extended period, and trust. All of them that are removed from their homes and placed within the Foster Care System all have some type of issue whether it is trust, abuse, or neglect. If we can address these things early and get them matched to the families that are strong in the areas, they are lacking its help. This means that the children are getting the wants and needs, and the foster parent(s)/families are not having any issues keeping these children in the home. If we address all the issues with behavior, mental health, and doc (determination of care) we decrease the number of times that a child has be rehomed. I believe that if I can provide the best evidence available that there would be a possibility of more foster parents (since it is a current shortage) wanting to sign up, less stress of blast because of potentially moving children. With the trauma assessment and family history evaluations this would allow them to know if they will be able to place within a home or a facility.

The first source I am using is “Examining the mental health indicators and service needs of children living with foster families” this source is good for my writing because it is a journal. The information provided by professors at a Canadian Institute. The information detailed lets us know that trauma associated mental illness is more rampant within the children in the foster care system and that they really do need the mental health help. The second source that will help with my argument will be “Foster Care: Theory & Practice (ILS 130)” this will help me outline what the issues of foster care are, the roles that the foster parents play, how the agencies end up with foster parents, how assessments are supposed to work, what happens during place, and how the outcome should be. The last source will be “Youth transitioning from foster care: background, issues, characteristics, and demographics” is good because this source breaks how most youth have access to the care they need for mental help and how the children in foster care do not have the same amenities. I will integrate my evidence into each key point precisely. I will take what strategically take my argument and put it into a timeline. I think if I use my knowledge on the issue and take the
sources that I found put into an order it will help the reader follow. Using these sources, it should help me support my claim that foster children do not receive the mental illness help they need it affects everyone that surround them even the homes in which they are placed.
