Suppose you’re a state-level policymaker and you’re trying to decide whether to implement a
private school voucher program for K-12 schools.
You commission an economist to conduct a
study.
They surveyed 5,583 individuals in the state.
They decide to measure earnings in 2019
and whether the individual graduated from a private school.
Proponents of the law argue that
private schools would be worth subsidizing if they resulted in higher earnings and, consequently,
greater tax revenue accruing to the state government.
The economist presents you some preliminary results from a regression of 2019 earnings on a
dummy (a variable that only takes on the values 0 or 1) for private school graduation.
The
results of the regression is replicated below:
(1)
Private School
(1 = graduated from
a private school)
8,820
(2,500)
Constant
63,000
(15,000)
Obs
5,583
1.
What is the correct interpretation of the beta on private school? (Be sure that you have
the proper units in the answer!) (2 pts)
2.
What is the average salary of a private school graduate? (2 pt)
3.
Solely on the basis of the result above, should the policymaker implement the voucher
program?
Mention whether or not the result is statistically significant in your answer and
what that implies for the policy. (2 pts)
One of your colleagues says that you hired a bad economist because they forgot to control for
the respondent’s ability.
You walk into the economist’s office and, just as you’re about to yell at
them, the economist tells you that they just finished cleaning the data on ability.
They present
you with a new table as shown below:
(1)
Private School
(1 = graduated from
a private school)
4,000
(3,000)
Ability (measured as
SAT score)
150
(40)
Constant
55,000
(15,000)
Obs
5,583
4.
Construct a 95% confidence interval around the new beta on private school.
Is this
coefficient statistically significant? (You can use 1.96 as the Z value to construct the
confidence interval) (2 pts)
5.
In a sentence or two, explain the limits of the second study. (2 pts)
6.
It is a contentious question whether we always need such studies to make policy
decisions. Make a brief argument based on ideas from one or more of the philosophers
we read that we can make up our minds on whether or not to implement this policy
without making reference to this study. Name the philosopher(s) whose ideas you appeal
to, and indicate whether you find this argument convincing. (Note that your answer
should be about a paragraph) (5 pts)
