1. Can Sam do this? Why or why not?
Sam cannot do this because it would be unethical to combine the property of the client with the property of the law firm. This action would break rule 1.15 of the ABA Model Rules which states that upon receiving funds on behalf of the client they are to notify the client and deliver it to the client.
2. What should Sam's paralegal do? Sams paralegal should refuse to deposit it in the law firm’s bank account and deposit it in
the client’s trust fund. The Paralegal could also report his lawyer to the Bar association as the mishandling of client funds is a major breach of their duty to the client.

The double billing of clients is as stated by the ABA unethical. Because he is working while traveling Johnson can should only charge the client whose case he worked on while traveling as he was not performing work on the other case in transit.
