Executive Summary
We are exploring the ways in which we use public health to help bridge the gap to combat racial
inequalities in healthcare. While reviewing the Racial and Ethical Approaches to Community
Health (REACH) program and how it is being utilized to help combat inequalities. Along with
the plan that is being put in place on a national level to help assist with this public health issue.
The funding for this program is one that comes from federal grants to help create better public
health access to communities in need which usually will be impoverished areas which are known
to house minorities.
Strategy A: Communications with Health Professionals
Target Audience Description

coupled with educational campaigns. Outreach
programs to provide health services to vulnerable
communities. volunteers to help host and give basic

The intent is to work towards a more equitable and
healthy society.

community to give access to those that are without.

This is done usually in the off hours like a weekend
which is usually voluntary for the duration of the
community health event.

This is usually done via media

Through local broadcasting networks, radio
promotions and flyers that are distributed throughout
the community.
Description of Health Literacy
To combat the racial and social inequalities of
minorities within rural and urban communities.

The sender will be the board of directors which will
create the idea for staff to participate in the event. The
Hospital administrators with organize the staff that will
be working the event and supplies allocated for it.
Finally, the medical staff that will work and coordinate
any medical treatments done and documented and
create any follow-ups for those that it is medically
necessary.

This is done by Hospitals to use the community event
as a tax write off and to continue receiving federal
funding for community care.

The economic impact for the hospital is that these types
of events are costly and generate no income. However,
they provide a service to the community and the
financial loss is one that benefits the hospital by
maintaining their status for federal funding

The social impact that an event like this can have is
that it makes the hospital and staff see more
approachable to the community. As well as helping to
create more consistent return patients for the hospital.

processes, such as new discoveries,
speed of technology transfer, rates of
obsolescence, etc.
The technological influence it one that is good. This
may allow the hospital system to gather the patient’s
information and document the care received so that the
care is in their records and there’s a consistent record
of care.

relations regulations, climate change
laws, occupational safety and health
laws, etc.
The legal impact for an event like this is one that
ensures that is stays in an area that keeps the staff and
hospital close to minimize and legal issue that may
arise for the hospital.

This message is for a No-Profit organizations that’s
working in conjunction with the local health
department to create better programs or to help
improve upon the current ones to help fund healthcare
access for minorities within the community.

“The REACH program has funded governmental
agencies and nongovernmental organizations, including
state and local health departments, American Indian
Tribes/Tribal Organizations, universities, and
community-based organizations. Awardees used these
funds to build strong partnerships to guide and support
the program’s work (CDC, 2021).” Like the work done
with communities throughout the USA to help combat
obesity and high blood pressure (CDC, 2021).
Message Objective
What is the intent?
The intent of this organization is to help improve the
health and access to healthcare for black women since
they have the highest mortality rates amongst other
demographics in healthcare (Dforsythe, 2022).

Duration, frequency, etc.
This organization consistently has community outreach
event happening amongst many locations to help
combat the disparity in healthcare.

Medium:
Many times the start of these events begins
with talks amongst a committee.

This is done internally to implement a plan
before reaching out to the community and other local
government organizations.

To help create better healthcare access for black
women and the community they are involved in.

This would be something that is said to the
president/CEO of the organizations. Then routed to the
planning committee along with community outreach to
set up administrative legitimacy and then media
department to help promote the event.

community event. Also to indicate that the even is free
for everyone and that there are games for kids.

Medium: Media.
Channel: Broadcasting the event details on all forms of
media.
Description of Health Literacy
Improve healthcare access for minorities within a
community

Author, distributor, coordinator, etc.
The Autor would be the event planners/ organization
hosting the event. The Distributor would be the
promotors that are broadcasting the information to the
public. The coordinator would be the hosting
organizations and subsidiary participating groups that
are running the event for the community.

By broadcasting the event
through media. Thus, creating the idea for people to
come to the event to enjoy themselves and receive free
screenings for them and their loved ones.

An issue for this is that some people

unable to due to transportation needs or some other
barrier that doesn’t give them access to regular
healthcare.
