MEDICAID EXPANSION
Introduction:
Throughout this paper we will discuss the history of Medicaid and the importance of
the program. Medicaid has benefitted many Americans across the county. Medicaid is
targeted for low-income families and children whose parents who make too much yearly to
qualify for Medicaid and can’t buy other health care coverages. Over the years there has
been many changes to the Medicaid programs and through this paper we will discuss.
In 1965, President Lyndon B. Johnson signed the bill that resulted in the creation of
Medicare and Medicaid. T
he purpose of the
Medicaid programs was to assist low-income
families and individuals with access to health coverage. The Federal government has put in
place particular parameters for each state to follow. Although, there are established

parameters in place each state controls their own Medicaid program entirely different, which
leads to different variations when it comes to Medicaid coverage in the Unite State. Each
state known their state, so they have the ability to tailor their Medicaid programs to best
benefit the people in their state.
Originally, Medicaid provided assisted to individuals that received cash assistance.
However, these parameters cover a wide range of individuals today, this includes:
Lower income families and individuals
Women that is currently pregnant
People with disabilities *all ages*
Currently, Medicaid is being financed by both federal government and states. Both
Federal government and the states pay different potions of the Medicaid program.
Depending on the state plan, states have to be sure there is proper funds to cover their
share of Medicaid expenditures for both care and services.
States have the opportunity to set providers payment rates that falls under federal
regulations, and typically pay for health services or managed care arrangement. (CMS, n.d.)
In the event, any changes are needed in regards
to how states fund their Medicaid
providers, the state must submit a form for amendment called the
State Plan Amendment
to be reviewed and ultimately approval.
Some changes that had occurred to the Medicaid program is the introduction of CHIP.
Both Medicaid and CHIP together provides health coverage to not only low-income families,
but also to children as well. (CMS,N.D)
These programs are both financed the federal
government and the states.
Although these two programs are so similar they do differ in
many ways, this includes

Currently over 80 million American is enrolled in Medicaid and The Children’s Health
Insurance Program with the demographics consisting of:
Children
Women that is currently pregnant
Lower Income Adults
Senior Citizens
Anyone with disabilities.
Medicaid and CHIP holds a vital part in providing families and children with health coverage
throughout the country. CHIP has provided health care coverage to more than one in three
children in the Unite States. (Kagan, 2021) The Children's Health Insurance Program (CHIP)
signed in law in 1997. This program particularly provides children 18 years and younger,
who family income exceeds the amount to qualify for Medicaid and can’t afford private
insurance on their own
Over the past decade the Affordable Care Act has advanced health care to include the
Medicaid expansion. This improvement resulted in the improved access to care and health
insurance for lower income people and their families throughout the U.S. Evidence has
proven that the Medicaid expansion has ultimately increases the usage of services and
treatment of health disease such as cancer. (Rapfogel, Calsyn, Gee,2020) The expansion of
Medicaid is directly related to the overall improvements of health care treatment outcomes
such as the hospital admission and acceptance rates for anyone that have an acute diseases
and dealth rates. (Rapfogel, Calsyn, Gee,2020)
