Program information for students with moderate to severe disabilities is a crucial aspect of
providing appropriate and tailored support. It is indeed the legal and ethical responsibility of the
special education teacher to ensure that all relevant parties are well-informed and have access to
necessary information.
DallasISD has a structured approach to identify students with healthcare needs, including
students who need to self-administer medication or have complex needs like tube feeding,
seizure control, or ventilator use. While parents usually provide health information during
enrollment, there are cases where students develop health conditions after enrollment that require
school healthcare. It is crucial for schools to have a well-organized process to identify these
students, assess the necessary services, and create a plan to ensure they receive adequate care.
This system ensures that students in need receive the support they require.
The medical needs of students with moderate to severe disabilities significantly impact
the development and execution of Individualized Education Program goals, the learning
environment and their overall educational experiences. Take for instance Student SG has a
diagnosis of cerebral palsy. Her goals include improving fine motor skills to enhance her ability
to communicate through assistive technology. However, her frequent muscle spasms and pain
due to her condition often impede progress, making it necessary to adjust her goals and tailor
interventions accordingly. This requires a constant reevaluation for her IEP to ensure that her
medical needs are considered and incorporated into her educational plan.
In the Learning environment, medical needs play a pivotal role in determining the
appropriate accommodations and modifications. For example, student DS has severe allergies,
necessitates strict allergen control measures within the classroom. This affects seating
arrangements, classroom snacks, and emergency response plans. Understanding and
documenting these medical needs are crucial to creating a safe and inclusive environment for the
students as well as others. Timely and accurate records of medical conditions, medications,
allergies, and responses to treatments help inform instructional strategies and facilitate
collaboration with healthcare professionals. Moreover, clear communication with support staff,
service providers, and parents/guardians ensures a holistic approach to the student’s care and
education.
As educators and service providers, it is our legal obligation to navigate these legal
frameworks diligently. We must uphold the privacy and confidentiality of our students, abiding
by FERPA and HIPPAA regulations while ensuring that necessary medical information is shared
appropriately and with consent to facilitate effective support and education for students with
medical needs. The Family Education Rights and Privacy Act protects student education records,
ensuring parents and students have rights. Teachers must comply with FERPA regulations,
keeping records confidential and obtaining consent before disclosing them. Non-compliance can
lead to penalties, loss of federal funding, and legal action. HIPAA protects health information
privacy and security, affecting health plans, providers, and electronic healthcare transactions.
Teachers are not covered by HIPAA, but schools with healthcare clinics or health centers must
comply. Non-compliance can result in fines or imprisonment. Teachers should be informed about
school health policies and avoid inappropriate access or sharing.
In summary, understanding and addressing the medical needs of students with moderate
