Topic 8 DQ 1 Oct 2-4, 2023 Discuss the goals of health policy and explain the steps in health policy development. Hi Professor Siringi and Classmates, Modern health policy raises a number of difficult legal, ethical, and social issues. Health policy aims to safeguard and enhance people's and communities' health. Officials from the government can accomplish that goal in methods that support human rights, such as the right to self-determination, privacy, and non-discrimination. (a) Consider the public health benefit. Is the proposed policy designed to meet a compelling health goal? The health purpose(s) of the policy should be defined explicitly and narrowly by the policymaker. This guards against decision-making biases assists communities in comprehending policy rationales, and enables public discussion. (b) Evaluate the policy's overall efficacy. Is it probable that the proposed policy will be successful in accomplishing the stated goal(s)? This phase entails determining if the policy is suitable for achieving the stated goals and whether it is likely to result in successful action. The policymaker should obtain scientific evidence and use reasoning to determine if a policy would be beneficial. c) Determine if the policy is well-targeted. Is the suggested policy focused solely on the health issue? A decision maker must decide if a policy is tightly designed to solve a specific health concern or is too under-inclusive. Over-broad programs aim at a far broader population than is required to accomplish the health goal. For example, Bush and Clinton's policy for interning or repatriating all HIV-positive Haitian refugees was over-broad since it affected the entire population, regardless of whether or not individuals engaged in safe sex or other measures. It had a negative impact on those who do neither constitute a major risk of HIV transmission.
d) Determine the constraints on human rights. This stage necessitates an investigation into the type, extent, and duration of human rights breaches. Is the policy infringing on your freedom, autonomy, privacy, or nondiscrimination rights? A policy requiring women to take contraceptives as a condition of getting welfare assistance, for example, might infringe on their right to reproductive privacy while also discriminating against women and the poor. When assistance is withheld, it may jeopardize the social and economic rights of dependent children. e) Determine if the policy is the least restrictive option. A policymaker should consider if the health goal may be met just as well, if not better, with fewer human rights constraints.
