My name is Shenita Davis, BSN, RN. I am a registered nurse who works at Hennepin County Medical Center. I have over 8 years of experience in chemical dependency. I currently have my BSN and am in graduate school to obtain my PMHNP. (S) Situation
My concern is the increase in the percentage of substance abuse amongst the youth and overdose-involved deaths in the community.
(B) Background
Substance abuse is a growing concern and has been on the rise in younger populations of low-
income families in recent years. In Minneapolis, Minnesota, opioid-involved overdose deaths increased by 43% from 2020 to 2023. Currently about 10.4% of individuals in Minneapolis, MN live in poverty. This percentage is higher than the state’s average. Low income is associated with
a higher instance of substance abuse. Minneapolis is also popular for large public events such as
concerts and sporting events, increasing the risk of substance abuse. Currently, there is no policy for education on drug prevention.
(A) Assessment I am asking you to evaluate implementing a policy change that will help decrease the risk of substance abuse amongst the youth and the percentage of drug-involved overdose deaths. This
will create awareness and provide education to the youth in the community. (R) Recommendation My recommended policy change would be to implement a mandatory drug prevention program
in the high schools in the district. This mandatory educational policy about the risk factors and prevention of substance abuse/addiction for all students in the high schools in Minneapolis, MN
