1 Nkansah Daniel Nkansah Jessica Scott Introduction to System Thinking October 24, 2023 The "Shifting the Burden" systems archetype can be used to assess the case study that is being presented here. Applying a symptomatic solution or a more fundamental solution can solve a troublesome symptom in a "Shifting the Burden" scenario. The implementation of a symptomatic remedy leads to a reduction or disappearance of the problem symptom, hence reducing the pressure to adopt a more fundamental solution.(Anderson and Kim, 25). This archetype represents a scenario where a problem continues because band-aid fixes are applied rather than tackling the core causes of the issue. In this instance, the county government has been giving homeless people short-term shelters as a means of keeping them off the streets. Nevertheless, this strategy merely offers temporary solutions rather than addressing the root causes of homelessness. The unintended result of this strategy is that because homeless people are temporarily accommodated in shelters, the public believes that the problem of homelessness has been resolved. Because of this, funding an extensive program of affordable housing that would deal with the underlying causes of homelessness has limited support from the general public. Due to this circumstance, the county government is forced to maintain its reliance on makeshift shelters, which strengthens the public's belief that the issue has been resolved and lessens the possibility
2 Nkansah that the public will support a long-term solution. As a result, the county's homeless population is increasing. The county government must refocus its efforts from creating makeshift shelters to creating permanent ones in order to end the cycle of homelessness and address its underlying causes. This strategy would deal with the underlying causes of homelessness and offer durable solutions. By doing this, the county will be able to address the root causes of homelessness and end the cycle of band-aid fixes. 2.

Temporary shelters have been offered by the county government as a solution, but this only deals with the outward signs of homelessness—not the underlying causes. Although experts advise a comprehensive affordable housing policy to address the root issues, the public believes that the usage of temporary shelters has resolved the problem. The public's lack of support results in no financing for programs that provide affordable housing, and the number of people experiencing homelessness keeps rising. The relationships and assets at play encompass the ways in which the government addresses homelessness, the utilization of transitional shelters, public opinion, insufficient money, and the increasing number of homeless individuals. Among the subsystems are the public, governmental, homeless, and the broader housing system. One of the modifications is the usage of makeshift shelters, which feeds the public's delusion that the problem has been resolved and erodes support for a complete solution.
