Thesis Statement:
In the pursuit of drug policies that prioritize community health, safety, and
the individual rights of drug consumers, in context with underlying mental health and addiction,
anti-drug legislation and competing models must be re-examined and reshaped in alliance with
more compassionate harm reduction strategies.
