Local law enforcement holds a major role in combatting terrorism. Although the
government provides the FBI and Homeland Security as the chief form of defense, each act of
terrorism occurs within local law enforcement’s jurisdiction and is addressed first locally. Local
law enforcement agencies ensure officers receive preparatory training for terrorist acts. Police
patrolling the streets are effectively in the frontline position to detect potential terrorists. Often
the resources available to the agency dictate the allocated funding available to terrorism
prevention and with major cities, there’s generally a higher available budget. Inevitably
following the 9/11 attacks, local law enforcement was tasked with playing a bigger role as it was
inherently apparent that they were capable of first response and intelligence gathering. Federal
funding was allocated specifically towards the enhancement of local enforcement’s terrorism
preparedness. In the NYPD alone, it is believed approximately 1,000 employees work directly on
terrorism related issues.

is available to effectively enhance local law enforcement terrorism prevention while additionally
providing access to the sharing of information in a national database. As you mentioned,
community policing allows the officers to familiarize themselves with the local populace
enabling them to better detect a possible terrorist. Police are generally considered the front line
to terrorism response in their local jurisdiction.

asked to play a more significant role in combating terrorism as it was noticed that they are
indeed the first response to terrorism within their local jurisdiction and can provide inciteful
intelligence to assist in prevention. Indeed, during a major terrorism incident, a command
system would be established comprised of local and federal agencies, however, the immediate
response would be that of the local law enforcement agency within that district or jurisdiction.
