be included but isn't, and explain your assertion.

The primary purpose of an ICD in the JCIDS process is to go through the required capabilities that
complies with international policies and regulations, while identifying any capability gaps,
overlaps, or redundancies that may appear. This also includes describing the desired outcomes
based on the proposed system and its CONOPS, and any recommended changes that will
prevent any operational risk with the gaps, overlaps, or redundancies that may hinder the
defense program.

Some potential benefits of an ICD is the easy and manageable steps to show a person’s process
on the system, as well as their thought process. It lays everything out and shows what the
system is trying to accomplish, its risks, and what some recommendations are to mitigate those
risks. It defines how functional the system is, what its use is for, and what the constraints are to
see the system’s overall capabilities in order to make needed changes. In summary, it is like an
overview of the system and its capabilities and constraints, as well as recommendations. So it
makes it easy to see what the system is, how it can be used, what it’s lacking, and how it can be
altered.

“This system is essential to protecting U.S. aviators and preventing loss of life, loss of critical
information through the capture and interrogation, and exploitation for political gain”.
a.
This is the sentence for the required capability section. I chose this sentence because it
is very vague and doesn’t address any compliance with international policies and
regulations. It also doesn’t show any priority with the different capability attributes. It
discusses the importance of it, but not where the capabilities lie for each department
that might be involved. This is also part of the first part to a good system, where it is
better to point out the flaws early on before it affects other portions of the system.
b.
I would have to the capability gap. The capability gap should be much longer since there
isn’t that much detail. It doesn’t show what could affect the system in detail and doesn’t
discuss what the system lacks or what is limited. Also, the SAR ICD has some
recommendations, but not the risks of those or how it to go about making those
recommendations happen. It also doesn’t have a capability gap table to go with the
information, mainly because it is so vague (including the rules that the identified
capabilities should satisfy in the template).
