Terrorism Emergency Management Plan
Terrorism acts have become a common phenomenon in the recent years across the globe leaving behind a trail of destruction and fatalities. Advancement of technology and increased globalization has helped largely to create a network with a global reach and relatively low barriers of entry. Increasingly, commercial real estate and crowded places have become common
soft targets for terrorism events (McIlhatton et al., 2019). As a security manager of a five story, 500-employee federal building, there is intel that our building is facing a serious threat involving weapons of mass destruction as it is a soft target. As such, it is critical to put a robust proactive plan that would help mitigate, respond and recover from such a potential critical incident. Unified Command System
The potential threat on the building exceeds the capabilities and resources of local responders. As such, to effectively coordinate the response while at the same time carrying out their jurisdictional responsibilities a Unified Command System shall be established. It will help to offer a comprehensive unified response to meet the unique requirements. With the FBI already
having shared information on a possible attack, there will be a unified command structure involving an official to represent law enforcement agencies, myself being the security manager at
the building, fire department, EMS and FEMA. It is in the Unified Command System that we shall agree on common incident objectives and all the procedures that shall be involved. In case the incident occurs, the local police, the police will be safeguarding the building. The fire department will help in extinguishing fire which might be a resultant of weapons of mass destruction while at the same time help to rescue those who might be trapped in the building. EMS will be crucial as it shall offer medical attention. Other crucial agencies such as

FEMA and State Homeland Security shall put in place plans to respond to incident incase it occurs. Preemptive Steps to Mitigate the Critical Incident
Systematic planned steps to help mitigate the critical incident are crucial as they help lessen the impact on individuals should the incident occur. Mitigation is a sustained action taken in order to minimize risk to people or to the property from hazards and their impacts (Bullock et al., 2013). As such, mitigation activities planned well in advance have to occur before an activity and they act as most effective strategy (Gale & Armitage 2018). For this incident, to help
reduce the impacts of the incidents incase it happen, employees shall have an identification badge in order for them to gain access at the building after a thorough screening our private security personnel
Due to advancement in technology, the communication will be easy as we shall heavily rely on modern technology ranging from emails, SMS, to phone calls to rely vital information. Alarms shall be of significant help to notify our employees on any incident’s occurrence. Automated alerts for internal employees will be activated to ensure that they receive information as soon as possible (Haddow & Haddow 2013). Through SMS messaging system, customers who might be affected by the incident shall be notified. Being a federal building, media will not be allowed and all plans shall be kept as confidential as possible. However, if the incident shall occur, media shall be frequently briefed by a designated spokesperson. Training in critical
while trying to mitigate the critical incidents as it helps the employees
escape with ease during such an impending attack. As such, in order for the employees at the federal building to develop and maintain critical incident management capabilities there shall be training on emergency management, preparedness, alerting and diagnostic systems and fire drills.

Having enough supply of food and water to ensure that in case of an attack and employees are held up, they would atleast get a morsel. As such, storage rooms will be established to store these foods and water. Security agencies would play a crucial role in accessing those storage rooms to obtain foods and feed those who might be held in the building. Response Plans
In order to sufficiently respond to the attack, as the security manager of the building with 500-employees, security will be beefed up at the building. There will be frequent patrols of the building with security team reporting immediately on noticing anything that might raise eye blows. All the CCTV will be inspected to ensure that they are working and there is proper manning of the gadgets. Reports should also be made promptly if in case suspicious person or a thing is noticed. At every entrance, there will be as many barriers as possible with proper bomb detectors thus preventing any person from entering with an explosive. Cars will be screened too and their occupants as well as at the parking. Security personnel will be looking for anyone suspicious or anyone trying to access the building without their clearance. If such an individual is noticed, reports shall be made immediately to the Homeland security. The fire department will be put on standby to ensure that incase the attack occurs, they will be among the first responders. Besides, law enforcement agencies and EMS will be notified and put on standby to ensure that they respond promptly incase of an attack. Recovery Efforts
In case the attack takes place, recovery plan will be put in action since casualties are expected. Besides, employees are likely to be held up in the building and as such, they require to be rescued. Consequently, security agencies will ensure that security around the building has

been beefed up while the EMS responds to the casualties. FEMA will be called to assess the situation and coordinate the response which is likely to have overwhelmed the local and state authorities. Besides, FEMA will help in resettling of the employees as the building is repaired. Media will be briefed and spread news on the attack thus increasing awareness and preparedness
of other places that might be soft targets. Effectiveness of this Plan Acts of terrorism can struck anywhere at anytime and thus a need for emergency responses management plan in case it strikes. Emergency response management plan for acts of terrorism should be dynamic as modern and improved techniques of dealing with such an incident keep evolving. Consequently, the plan has put place measures to ensure that through trainings, people always remain updated to the modern ways which can be deployed to respond to a critical incident involving terrorism. It thus renders this emergency management plan quite effective. References
