Fundamentals to Prime Power Operation Module
Question 1
Safety Inspections are part of Military life. As Prime Power Soldiers we are the Subject Matter Experts when it comes to anything dealing with electricity. Identify all the steps you would take to complete a safety inspection of your workplace.
Answer
Safety inspections are critical in the workplace and any environment that have many types of danger. "Each time the supervisor or an employee enters the workplace, he or she will conduct a visual safety inspection. Conducting inspections of this type will help integrate safety into the daily routine.” (AR 385-10, p. 85). Personnel conducting safety inspections should always be qualified and competent. The first step would be to ensure there is good housekeeping.
No significant amounts of trash and general cleanliness should always be practiced. Identify and slip, trip and fall hazards. Identify any electrical hazards. Any exposed conductors improperly mounted receptacles and so forth. Ensure proper equipment operation. Operators of any equipment will have the proper certifications to work on said equipment and have sufficient knowledge of the equipment. Ensure that the equipment being used is properly maintained and serviced with historical logs of services are kept and up to date. Ensure a working fire alarm system and a sufficient number of fire extinguishers available for the entire workplace. In addition to these steps, I would identify some additional hazards. The voltage levels in and around the workplace. Annotate any unsafe work conditions. Boundaries, such as shock protection and arc flash. Ask the workers if the equipment can be quickly de-energized or a standby person is required for a specific job. Ensure there are single-line diagrams, status boards,
and standing operating procedures that everyone is familiar with. Ask for proper lockout/tag out

procedures. Ensure there is automated external defibrillator (AED) readily available. Fire extinguisher locations and safety boards with all personal protective equipment needed. Check for proper hazardous materials storage area. Any deficiencies noted in the initial inspection would be annotated and a follow-up inspection would be conducted to ensure the deficiencies were corrected. Question 2
Identifying safety concerns and problems are imperative in our line of work. They can cause serious injuries or even death if left uncorrected. List all steps that you would take to correct a safety concern from the lowest to the highest level.
Answer Safety is the number one priority in the workplace. “Maintaining acceptable work site safety involves proper behavior, good housekeeping, maintenance of protective measures, and avoiding unsafe actions.” (UFC 3-560-01, p. 23). Ensure that the workplace has a proper standing operating procedure (SOP). The workplace SOP will “Be developed for all hazardous operations according to the requirements of DA Pam 385–10 and provide supervisors and operators with the level of detail necessary to execute the task or operation in an efficient, effective, and safe manner. Written standards (for example, work plans, internal operating plans, operating manuals, work instructions, FMs, and so forth) may be substituted for SOPs when they
provide the level of detail necessary to execute the task or operation in an efficient, effective, and
safe manner
.”
(AR 385-10, p. 87). The SOP’s will be reviewed at least annually or at the time of

a change of command. Address emergency response procedures, required PPE, and equipment required to execute the operation safely. Safety violations and concerns should always be avoided at every turn. In some instances, however, it isn’t only human error that can cause concern. It could be an improperly working vehicle or a failing piece of equipment. In order to mitigate safety problems and concerns, I would employ the following practices. Regular safety meetings held weekly, job hazard analysis, written work procedures covering existing conditions and job briefings/tailgate briefings. If a safety hazard is reported during the initial inspection, they need to be reevaluated with a follow-up. "Follow-up inspections are essential to ensure that hazards have been corrected.” (AR 385-10, p. 85).
Question 3
All missions have some type of project management techniques that are utilized. It is an essential part in the higher echelons as it pertains to mission and project timelines. Why would using the project management techniques be useful as a senior prime power Soldier?
Answer Using the project management techniques would be extremely useful as a senior prime power Soldier because it serves as a solid foundation for planning, developing and implementing
the project. “Effective project planning is essential to successful project execution. Project Phase 2 is designed for managers to develop the construction plan. This plan consists of an accurate construction estimate comprising the tools, equipment, materials, and personnel required for each
construction activity. It includes a schedule for the entire construction project and a plan for monitoring and controlling construction." (TM 3-34.42, p. 4-1). This does not only apply to a construction project. Having the ability to utilize resources, build a comprehensive Gantt chart, resource constraint are all key elements in having a successfully planned project. Knowing these

core competencies helps a project planner continually evaluate the progress of the project (install
or operate a power plant) or even a forward base mode (FBM) mission. Keeping track of the progress of a project and adjusting resources to either finish on time or to track an unexpected drawback is absolutely critical in a successful project. Timelines can continuously be evaluated and adjusted as well as resources.
