8673 TACTICAL DECISION EXERCISE (TDE) SUPPLEMENT TABLE OF CONTENTS All sections below are intended for concurrent use with the corresponding tabs in the TDE Workbook. TDE ORIENTATION INTRODUCTION The EABO TDE is a key component in the 8673 EABO Sub-Course. Its purpose is to provide students the basic skills needed to lead or participate in an operational planning team (OPT) that will plan and execute EABO. The TDE is designed to sequence students through the development of a course of action and several supporting functional plans in a systematic, organized way. The EABO TDE will focus on the conceptual and functional levels of planning and not dive into the technical details that will be associated with executing EABO. The EABO TDE is a continuation of the Amphibious Foundations planning PE scenario. The MLRs organization, unit capabilities, and equipment is based on the Tentative Manual for EABO and Force Design 2030. The Marine Corps is currently experimenting with several of the capabilities / equipment sets employed in this scenario. Therefore, students should understand they may not see all of the capabilities employed in the TDE scenario currently fielded in the operating forces at this time. The TDE will be executed through a series of eleven requirements over three modules. Onsite seminar students will execute the TDE as members of a tactical exercise team (TET) during the seminar. Online seminar students will individually develop solutions to TDE requirements and then engage in an online discussion to gain insight into others’ perspectives. Online students may consult others (e.g., fellow students, SMEs, etc.) for assistance in developing individual solutions to TDE requirements, but they must submit original work. Your instructor will provide specific execution guidance to your seminar. Individual and collective TDE solutions provide the opportunity to explore the considerations, assumptions, and logic that underpin the respective approach to the specific requirement. The objective of this TDE is NOT simply to provide an understanding of how to plan to conduct EABO; rather, the goal is to ensure student understanding of the conceptual and functional planning considerations that are essential to effective Expeditionary Advanced Base Operations. Student preparation for the seminar will be critical to the successful execution of the TDE. Each student should carefully review/refresh with both the scenario brief and specific TDE requirements in preparation for each seminar. In addition, students should utilize the 8673 course material to ensure proper understanding of EABO plan development in preparation for each TDE requirement. There are two key documents tied to TDE execution: (1) EABO TDE Supplement . This word document contains the Scenario Brief, instructions, and Commander’s Guidance per module. You will capture your written work in the EABO TDE Supplement document. (2) EABO TDE Workbook . This Excel file is designed to facilitate the execution of the TDE requirements both in onsite and online seminars. It contains a series of tabs that are either green or red in color. Green tabs provide useful reference information for EABO plan development. Red tabs are the worksheets on which TDE requirements will be conducted. This entire TDE can be completed electronically with both the Supplement and Excel workbook. Onsite seminars may wish to use a whiteboard to sketch out or capture their in-seminar work vice trying to capture it electronically in the workbook. Lastly, only the most basic Excel skills are necessary to
complete the workbook portion of the requirements; most particularly the ability to zoom-in/zoom-out on a given tab using the "View" menu or the slider bar on the lower right. Finally, in this TDE you should focus on the process: the considerations that lead to the decisions you make and the visualization of your plan to conduct EABO. Should you discover errors/inconsistencies or have recommendations for how to improve this TDE, you are encouraged to provide immediate feedback directly to the 8673 Course Director, Tye Wallace, at wallacet@davisdefense.com .

SCENARIO BRIEF The following PowerPoint brief sets the stage for the TDE, to include your role as the 10th MLR S-3Z, the MLR organization, and the forces that will be employed to conduct Expeditionary Advanced Base Operations. There is much to digest in this brief; it will require careful study and repeated reference to fully understand and properly utilize in support of your plan development. Finally, of note, it will benefit you to print and retain a hard copy for easy reference. This scenario is linked to the planning scenario you used in Amphibious Fundamentals and the Landing Plan Sub-courses. You are now serving as the S-3Z for the 10th MLR. The MLR is currently deployed to the Caribbean and has been conducting Theater Security Cooperation events for the last several months. It is now attached to the 2nd MEB to support 4th Fleet operations. The MLR’s mission: Upon Landing Group(s) North and South seizing EAB(s), 10th MLR will screen 4th Fleet operations and control designated air and sea space IOT support sea control operations in the Caribbean. You have been directed to lead a breakout session as part of the OPT to produce 1 x rough-cut COA to execute the MLR’s mission. The rough-cut COA will include an initial Concept of Operations (task organization, graphic, narrative, and CWC assignments). The information that follows outline the forces / capabilities available, provide an orientation of LOA Gold, and serve as the foundation for your planning efforts during this TDE.
TDE FORCES
4 TH FLEET AREA OF OPERATIONS The 4th Fleet AO is outlined in yellow above. It encompasses a large portion of the Caribbean. The countries of Cuba, Haiti, and the Dominican Republic are included in the AO but these governments have placed their airspace and territorial waters off limits to the combatants. The Southern boundary extends into Ventura between 50-90 miles to facilitate 4th Fleet operations. LITTORAL OPERATIONS AREA GOLD LOA Gold encompasses the islands of St. Thomas, St. Croix, St. Martin, St. Kitts, Montserrat, and Antigua. It is 250nm East to West and 150nm North to South. It includes the airspace up to 50,000 feet above sea level.

EXPEDITIONARY ADVANCE BASE(S) St. Thomas St. Thomas will be seized by 24th MEU. It has a P-8 capable airfield to support air / FARP operations. It also has 3 Littoral Transition Points that can support multimodal transportation operations. Finally, St. Thomas possesses numerous beaches to support operations. St. Croix St. Croix will be seized by 11th MEU. It has a P-8 capable airfield to support air / FARP operations. LTP 2.1 is an oil terminal that can support multimodal transportation and bulk fuel operations. LTPs 2.2 and 2.3 are civilian beaches that can support operations.
St. Martin St. Martin is not occupied by any enemy forces. Therefore, it can be occupied without the need to conduct a preliminary amphibious operation. It has a P-8 capable airfield to support air / FARP operations. LTP 3.1 is a port that can support multimodal transportation operations. LTPs 3.2 and 3.3 are civilian ferry landings that can support operations. LTP 3.1 can support bulk fuel operations. St. Kitts + Nevis St. Kitts and Nevis are not occupied by any enemy forces. Therefore, they can be occupied without the need to conduct a preliminary amphibious operation. It has 2 airfields. The Northern Airfield is P-8 capable and can support air / FARP operations. The Southern airfield is not P-8 capable. LTP 4.1 is a civilian ferry landing / port that can support multimodal transportation operations. LTPs 4.2 and 4.3 are civilian ferry landings that can support operations.
Montserrat Montserrat is not occupied by any enemy forces. Therefore, it can be occupied without the need to conduct a preliminary amphibious operation. It has an airfield that is not P-8 capable. LTP 5.1 and 5.2 are beaches that can support operations. Antigua Antigua is not occupied by any enemy forces. Therefore, it can be occupied without the need to conduct a preliminary amphibious operation. It has a P-8 capable airfield and can support air / FARP operations. LTP 6.1 and 6.2 are ports / harbors that can support multimodal transportation operations. LTPs 6.1 can support bulk fuel operations.

MLR FORCES MLR CE Littoral Combat Team 1/2 The LCT will be formed on the foundation of an infantry battalion with attached fires elements. It will be task-organized to provide an MLR commander the capability to operate multiple EABs, including fires EABs, FARP EABs, or combination of these, all operating under the C2 of the LCT headquarters.
Littoral Anti-Air Battalion 2 Sourced from the Marine Aircraft Wing, the LAAB will be a composite battalion that includes elements from the Marine wing support squadron, Marine wing communications squadron, Marine air support squadron, Marine air control squadron, and ground-based air defense. Littoral Logistics Battalion 10 The LLB will provide the MLR tactical logistic support beyond organic capabilities by supporting EABs, managing cache sites, and connecting to operational-level logistics. The LLB’s decisive logistic capability will be distribution via a combination of organic and contracted trucks and manned/unmanned systems. Essential capabilities must also include expanded purchasing authorities, supply distribution, field-level maintenance, and limited Role II medical support.
ADVERSARY LAYDOWN This is the Venturan 3rd Division Tactical Group that is attempting to seize Isla Esperanza. It is the same unit that you were exposed to in 8671 and in the Amphibious Foundations planning exercise. Venturan Air and Naval forces that can impact 4th Fleet Operations. They are located along the Northern coast of Ventura. These are the primary forces of concern regarding your MLR’s mission.

ADVERSARY SUB-SURFACE CAPABILITIES
10 TH MLR MISSION AND COMMANDER’S INTENT MISSION . Upon Landing Group(s) North and South seizing EAB(s), 10th MLR will screen 4th Fleet operations and control designated air and sea space IOT support sea control operations in the Caribbean. COMMANDER’S INTENT Purpose (Objective): support sea control operations in the Caribbean. Endstate: Adversary air and surface forces are unable to disrupt 4th Fleet operations. 4th Fleet and Joint forces can operate freely throughout LOA Gold. 10th MLR controls designated EABs and is ready for follow on operations. 10 TH MLR PROBLEM STATEMENT The 10th MLR is enroute to LOA Gold, as part of 2nd MEB, to support 4th Fleet sea-control operations in the region. The Venturan 3rd DTG has seized large portions of Isla Esperanza and are attempting to complete their operation before U.S. Forces can respond. ESG-2 and 2nd MEB are preparing to conduct a series of Amphibious operations to seize EABs closer to Isla Esperanza (St. Thomas and St. Croix). This will enable Sea-Control and Air superiority to be extended over Isla Esperanza and support the introduction of US combat forces into Isla Esperanza. Venturan Air and Naval forces are located at several military installations along the Venturan Northern coast. They are capable of reinforcing 3rd DTG on Isla Esperanza. Of greater concern is their ability to launch air and naval attacks to disrupt US efforts throughout the region. The Venturan’s can conduct Operations in the Information Environment and have modern naval and air capabilities recently acquired from China. Several Caribbean nations in the region have condemned Ventura’s aggressive actions. We believe we can obtain some local logistics support from these nations in LOA Gold. We will conduct EABO to screen 4th Fleet operations and control designated air and sea space in LOA Gold supporting 4th Fleet sea-control operations. EMDCOA / EMLCOA EMLCOA : (Race for Time) Venturan air and naval forces will launch a series of attacks to disrupt 4th Fleet efforts to establish sea control and air superiority in the region. Simultaneous with the air and naval attacks, Ventura will conduct OIE focused on discrediting and delaying US intervention efforts. The overall goal will be to delay the introduction of US Joint force(s) into Isla Esperanza. Simultaneously with these actions, 3rd DTG will continue to attack and defeat the remaining forces that are defending Isla Esperanza completing the seizure of the island. EMDCOA : (Set the Trap) Ventura will conduct OIE to discredit, sow confusion, and doubt into US intervention efforts. Simultaneously, they will conduct a deception that they are reinforcing Isla Esperanza with additional ground and air defense forces. Included in the deception will be the employment of their Surface Action Group(s) to further distract and divert US naval and air capabilities to cloud the maritime picture. This is to draw out a premature US reaction prior to sea control and air

superiority being established. While this is occurring, the Venturan’s will infiltrate their submarine(s) to shadow US carrier and amphibious forces. Once the US commits to a premature introduction of forces into Isla Esperanza, the Venturan’s will isolate and destroy a major US high value unit(s) (Carrier or Large Amphib) with a concentrated air / submarine attack to maximize as many casualties as possible. The belief is that the US will not be able to absorb such high casualties and will be forced politically to stop the operation. BATTLE RHYTHM Onsite Seminar 1. Prior to seminar: Using the EABO TDE Supplement and the EABO TDE workbook, all students submit an individually prepared Supplement and Workbook as an attachment to a Module “EABO TDE Requirements” forum post using file naming convention Lastname Mod X (corresponding to the Module number – 13, 14, 15) . Arrive prepared to convincingly communicate an understanding of the lesson concepts, demonstrate critical thinking, and facilitate discussion through respectful questions/challenges to fellow students. MODULE 13 DISTRIBUTION / TASK ORGANIZATION INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ DISTRIBUTION_TASK ORG ” tab. TASK: Based on the MLR CO’s guidance and your study of the terrain/facilities available, determine and distribute the forces/capabilities of the MLR to accomplish the assigned mission. Drag and drop the icons for your units into the appropriate boxes on the Force / Capabilities Distribution Matrix to indicate which EAB cluster(s) they will be operating from. Note that the icons depicted are not all the units of the MLR but just the major capabilities. MLR CO’s guidance : “My initial take on the Adversary’s COG is his Air Groups. They offer him the best capability to disrupt 4th Fleet actions. Therefore, I see the LAAB as our Main Effort. LOA Gold is a relatively large area composed of many smaller islands. Most of the islands in LOA Gold have multiple littoral transition points (airfields, ports / harbors, ferry sites, and beaches). This makes it ideal for us to conduct Expeditionary Advanced Base Operations. Our key capabilities (in priority order) are the abilities: to sense air and surface threats, to neutralize air threats, to support Anti-Submarine Warfare efforts, and to neutralize surface threats. I see reinforced Companies being responsible for multiple EAB(s). While reinforced platoon(s) will be our basic unit of action operating from multiple sites within a single EAB. I see three groupings of EABs in LOA Gold: St. Thomas and St. Croix being grouped as an EAB cluster, St. Martin as a standalone EAB, and St. Kitts, Montserrat, and Antigua as our final EAB cluster. Each EAB will have slightly different requirements. All EABs have the requirement for Air Defense and sustainment. I see the need for surface fires capabilities to be evenly distributed to provide interlocking mutual support throughout LOA Gold. We need to establish FARP capabilities throughout LOA Gold to support the Navy’s MPRA / Anti-Submarine warfare aircraft (Navy P-8 Poseidon). I want the MLR HQ and the LAAB HQs to be centrally located within LOA Gold. Finally, designate one Plat (Rein) from LCT 1/2 as a reserve.” (2) TDE SUPPLEMENT : TASK: Provide the rationale behind your force distribution in the space provided below. Force Distribution Rationale : INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ DISTRIBUTION_TASK ORG ” tab. MLR CO’s guidance : “The LCT will be the battlespace owner throughout LOA Gold. Ensure we place those key capabilities (Air Defense, FARP, LRUSV) necessary to enable the LCT and its subordinates to operate effectively. Build around the 3 x Infantry companies. Remember, I see reinforced Companies being responsible for multiple EAB(s). As a reminder, we will be employing CWC as our C2 construct, so don’t forget that even if Air Defense units are placed in DS of the LCT the LAAB will be controlling all Air Defense units throughout LOA Gold. TASK: Based on the force
distribution and Commander’s guidance, rearrange the unit icons on the chart to depict the Task Organization to support your COA. COA GRAPHIC-NARRATIVE INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ COA GRAPHIC-NARRATIVE ” tab. Now that you have distributed your forces/capabilities across your EABs and developed a Task Organization, the next step is to develop a COA graphic. TASK: Drag and drop the unit icons on the right side of the tab to place them on your Graphic. Remember to depict the forces that will be screening for you. (2) TDE SUPPLEMENT : TASK: Following a review of the provided example COA narrative, provide your own COA narrative in the space provided below. COA Narrative : CWC ASSIGNMENTS INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ CWC ASSIGNMENTS ” tab. TASK: On the matrix, capture your CWC assignments for the MLR. Drag and drop the provided tiles into the appropriate yellow box for your CWC assignments. Not all tiles will be used, and you can use a single tile more than once. Here we look at the collections/surveillance capabilities to support Expeditionary Advanced Base Operations in LOA Gold. The MLR Intelligence, Air Defense, and Fires officer(s) have been wrestling with developing an air and sea-surface surveillance plan(s) to support EABO within LOA Gold. They have asked you for your opinion on the plans that they have developed before briefing the MLR CO. Examine the air and sea-surface surveillance plans and provide a critique/recommended adjustments. Several questions have been provided to help guide your critique. (2) TDE SUPPLEMENT : TASK: Following examination of the air and sea-surface surveillance plans, provide a critique/recommended adjustments in the space provided below. Several questions have been provided to help guide your critique. Air Surveillance Plan 1. How do you assess our air surveillance coverage of LOA Gold? A: I think the air surveillance coverage is lacking in the lower right portion of LOA GOLD. The TPS-80 has a large radius to the north that is going unused and creates a gap. 2. Who can we tie into to increase our Air Search capability? A: We can tie in with National and theater level assets. We will be able to cover the entire LOA and have a great Air Surveillance Plan. 3. Is the AN/TPS-80 radar positioned in the best location? What if we wanted to provide more depth to our Air Search capability? Would you place it somewhere else, where? A: Since the TPS 80 has a gap in the lower right of LOA GOLD, it is not in the best position. It would need to shift southwest to cover all of LOA GOLD and it would be in the most ideal area. It is hard to make out the area but it seems the island below where it is currently place should suffice for the placement. Sea Surface Surveillance Plan 1. How would you assess the sea-surface surveillance coverage for the MLR? A: I think we have left a wide gap in our northern sector and it must be covered by an asset. 2. Are the LRUSV screen lines positioned in the optimal location to provide sea-surface surveillance? A: If we shift the a set of LRUSVs to the northern sector and adjusted the other sets, we could maximize the Sea Surface Surveillance Plan. 3. Do we have enough organic sea surface surveillance capability to provide constant coverage of LOA Gold? A: We do not have enough sea surface capabilities to cover LOA GOLD, we must look into tying into the overall SSSP with the Navy or other sister services. 4. Who can we tie into to increase our sea-surface surveillance capability for the MLR? A: I think we treat certain times as our watch then do a battle hand over once we have exhausted our means to execute. FIRES PLAN INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ FIRES PLAN ” tab. Here we look at the Anti-Air and Anti- Ship capabilities to support Expeditionary Advanced Base Operations in LOA Gold. The MLR Air Defense and Fires
officer(s) have been wrestling with developing an Anti-Air and Anti-Ship fires plans to support EABO within LOA Gold. They have asked you for your opinion on the plans that they have developed before briefing the MLR CO. Examine the Anti-Air and Anti-Ship fires plans and provide a critique/recommended adjustments. (2) TDE SUPPLEMENT : TASK: Following examination of the anti-air and anti-ship fires plans, provide a critique/recommended adjustments in the space provided below. Several questions have been provided to help guide your critique. Anti-Air Fires 1. How do you assess our Anti-Air fires coverage of LOA Gold? A: I think with the capabilities we have, it is the best we could do. We cannot match what the Navy, Army or Air Force may have but organically we can cover the land and over head. 2. Do we have the capability to cover LOA Gold with Anti-Air Fires? If not, who can we tie into to increase our Anti-Air Fires capability? A: We cannot cover the LOA, we must work in with the ships within the LOA to increase Anti Air effectiveness. 3. Is our ground-based Air Defense coverage positioned in the right locations? Would you recommend any adjustments? A: I think the Air Defense is in the correct places within the LOA, we cannot create over lapping fields of fire but we can engage from three points within the LOA. Anti-Ship Fires 1. How would you assess the Anti-Ship Fires coverage of LOA Gold? A: Antiship coverage is good but can be improved with the shifting of assets within the LOA. 2. How would you adjust the Anti-Ship Fires laydown to achieve better mutual support between Anti-Ship fires systems? A: I would reduce overlapping fields of fire and cover our gaps to further enhance the coverage of LOA. 3. If you can tie in with other naval / Joint Anti-Ship fires capabilities, how can you improve your Anti-Ship fires plan adding greater depth and coverage? 4. A: I think tying into other capabilities enhances our fire plans by helping with manpower and watches. They can cover for short periods of time IOT help resupply certain areas in need. KILL CHAIN INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ KILL CHAIN ” tab. Here we look at the kill chains associated with both the Anti-Air and Anti-Ship Fires. You will complete the Kill Chain matrix for both the Anti-Air and Anti-Ship kill chains. TASK: List all the capabilities available to fulfill the functions in the kill chain matrix based on the scenario. You can only use a capability once per row. Remember to look beyond just our organic MLR capabilities to the larger naval and Joint Force. (2) TDE SUPPLEMENT : TASK: In the space below describe the importance of Naval and Joint integration to complete kill chains when conducting EABO. Rationale : I am pretty confused on how to select the right asset to find a target and the right asset to hit a target and lastly the asset to observe the BDA. I used planning experience from different scenarios we have been through and I am hoing for the best.

MODULE 15 SUSTAINMENT-MANEUVER INSTRUCTIONS: (1) TDE WORKBOOK : Select and review the “ SUSTAINMENT-MANEUVER ” tab. You will now help the S-4A develop a rough concept for a transportation/distribution network to support both logistics sustainment and Littoral maneuver within LOA Gold. The S-4A's initial concept is for the LLB to provide GS logistics support from EAB 2 and to provide DS logistics support to all forces within individual EAB cluster(s) (EAB 3) and (EABs 4,5, and 6). The transportation / distribution capabilities available to the MLR are going to have to be dual use. In other words, the available LAWs and KC-130Js have to support both transportation / distribution operations and support littoral maneuver. TASK: Use the Tokens / Icons provided to develop your distribution / littoral maneuver network. Ensure you provide the capability to transport cargo and units between EAB clusters and within an EAB cluster.
