In a confrontation between Russia and Ukraine, Putin has a choice to not attack and
suffer the political costs, or focus on the seizure of Kiev or Odessa, or to engage in a
broad front attack. Zelensky could retreat to the Dnepr, pre-empt the Russian attack,
causing diplomatic alienation among potential Western supporters, defend across the
entire frontier, or negotiate desperately for peace with Moscow.
