After reading President George H.W. Bush's remarks ( Document 9 ), why do you believe it took so long for the country to acknowledge and protect the rights of the disabled? Alice Paul and Crystal Eastman drafted the Equal Rights Amendment (ERA) as a proposed amendment to the United States Constitution. The purpose of this amendment is to guarantee that every American citizen has the same legal rights. Similarly, this amendment was designed to erase all legal differences between men and women in every aspect of life. In the 1960s, as the women's movement grew in the United States, support for the Equal Rights Amendment increased. After being introduced by U.S. representative Martha Griffiths, the ERA was approved by the House of Representatives on October 12 and the U.S. Senate in 1972. The document was subsequently sent to state legislatures for ratification. For several reasons, approval of this amendment was never attained. One explanation was that men thought they needed a delicious supper prepared for them when they arrived home from work. Only programs that get financial aid are entitled to utilize Title IX, which the Court has approved. The primary objective of this amendment is to restrict the use of public funding by groups that promote sex discrimination in educational programs. Moreover, this amendment protects people against sexism in educational projects and other educational activities. Thus, all schools, colleges, and universities must ensure that every student can access a high-quality education. The ERA and Title IX have a complex relationship. If the ERA were passed, it would only apply to state-run institutions, not private ones, such as some schools and colleges. Therefore it would not defend and protect women from discrimination in such settings. In addition, Title IX requires all institutions to react effectively to allegations of sexual harassment or violence against their students. By adopting this action, the individual will not be denied equal and free access to education. It took so long for the country to acknowledge and protect the rights of individuals with disabilities because their exclusion and segregation were not seen as discriminatory actions. The government, however, considered that people with disabilities faced difficulties due to their limitations and medical issues. They were unaware that this constituted another kind of discrimination. In recent decades, discrimination against persons with disabilities has grown increasingly apparent to the American public and government. The movement for disability rights has made significant efforts to bring to the attention of politicians and the whole country the injustices suffered by certain persons with impairments.
