UNIT I OUTLINE 2 Guilford Healthcare Center Request for Proposal Executive Summary The purpose of this request for proposal is to find a vendor who will create and install a system to maintain electronic medical records. As the healthcare industry moves toward mandatory electronic records, Guilford Healthcare Center (GHC) is limited by the system currently in place (Digital Healthcare Research, n.d.). GHC still employs a paper copy system that is attended by two full time employees. By utilizing an electronic system, the medical records will be much easier to search and read and will keep the two employees in their jobs to scan existing and new records into the system. In addition to making the medical records system more efficient, it is of paramount importance that the new system remains in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
UNIT I OUTLINE 3 Background GHC is a stand-alone medical practice that is located in central North Carolina that has been in operation since 2001. Five full time physicians are employed here along with two full time Physician’s Assistants (PAs) and eight full time nurses. GHC also employs 15 full time administrative staff. The primary function of this office is to provide healthcare to the surrounding community and refer patients to specialists if needed. GHC is looking to expand to another office within the next year to two years. This expansion will further the need to incorporate electronic medical records into the practice. Goals and Scope The goal is to ultimately have electronic medical records that will be accessible by GHC staff and local hospitals. The system should allow for records to be searched by patient name, treating physician, date, and referral (Farzandipour, et.al., 2018). In addition to the creation of the software system, the providing vendor will also need to allocate at least two trainers to work with GHC staff on the proper use of the system as well as adding new records to the system. Schedule The schedule for this project should be completed no later than one calendar year, November 2021. This would include creation, implementation, and training of employees on the new system. Elements of Proposal The vendor chosen should have verifiable experience with the following areas. A. Electronic medical records B. Training of users on system C. HIPAA compliance (Brooks, 2015)

UNIT I OUTLINE 4 i) Special attention needs to be paid to the accessibility and portability of patient records. ii) Attention is needed regarding the security of patient information. Issues Few issues should arise; however, the current employees will need to have ample time to be trained on the use of the new system to ensure that records are being correctly inputted. Additionally, the system will need to be integrated with the laptops and handheld devices used by the current staff. Budget GHC is allocating $25,000 for the development, implementation, and training on the electronic medical records system. This figure is inclusive of all work performed by the vendor and is non-negotiable.
