Slide 2 Environmental justice movement » Environmental injustice...as long as there’s been differences? » Environmental justice movement identifies these differences and calls for change » Key date: 1982, Warren County, North Carolina • Plan to move contaminated soil from state roadsides to county dump Environmental injustice is certainly nothing new. As long as there have been environmental challenges and groups with different amounts of power, these harms and benefits have been distributed unevenly. The beginning of the environmental justice movement under this name, though, is most frequently tied to Warren County, North Carolina, where the state planned to move soil contaminated with cancer-causing PCBs into a majority Black county’s dump. While the protests did not stop the soil from arriving, they were the start of residents focusing attention on environmental inequalities across the country and the world. The federal General Accounting Office report in 1983 was the first national report to document the uneven exposure to hazardous waste found in Black neighborhoods. This was followed up by further reports showing the impact of race on waste site locations and the possibility of pollution resulting from these locations. The language of environmental justice and policies aimed at enforcing it spread across the country through the 90s and 2000s.

Slide 4 Key issues today » Climate justice: the impacts of climate change are unevenly felt at all scales » Improving data collection at neighborhood scale » Considering justice issues at the scale of the home Today, concerns about environmental injustice in terms of waste siting remain strong but have broadened to include both larger and smaller scale. On the global scale, there’s increasing recognition that climate change is affecting poorer communities more than wealthy ones (for a variety of reasons), but also on a national scale, we can see this too as those who were already more vulnerable to natural hazards are adversely impacted by some of these hazards being increased due to climate change. We’re also starting to look more closely at neighborhoods, as our ability to gather and analyze data increases, and in particular, those in public health and beyond are interested in topics like lead poisoning which can vary from home to home.
