cataclysmic eruption that might kill thousands of people or more. If you evacuate, businesses will go
under, schools will close, people will lose their jobs, etc. If you warn people and allow them to do what
they want, some undoubtedly will evacuate, others won't, the possibilities of crime/looting are huge, you
have nowhere near enough police to secure the area, your national guardsmen are all overseas, and
your police are not too keen about dancing with the volcano.
