The Michigan Department of Insurance and Financial Services (2019), defines the Mental Health Parity and Addiction Equality Act of 2008 (MHPAEA) as, “a federal law requiring health plans to apply similar financial and treatment limits to mental health and substance use disorder (MH/SU) benefits and medical/surgical benefits”. This means, insurance plans are required to offer equal financial and treatment restrictions for both surgical and mental health services. However, there is limited data that suggests MHPAEA has improved mental health services for individuals diagnosed with a mental health or substance use disorder. Mental health is a growing and pressing issue that’s been impacting the nation for many years now. This is attributed to several reasons, including, limited treatment options, affordability
of care, and a shortage of mental health professionals. According to Modi et al., (2022), “In 2020, among adults aged 18 or older who had any mental illness in the past year and a perceived unmet need for services, 30% reported not receiving care because their health insurance did not cover mental health services or did not pay enough for mental health services”. The MHPAEA requires equal coverage for mental health and non-mental health services, there remains a growing gap between insurance coverage for mental health conditions and non-mental health conditions. The number of individuals diagnosed with a mental health or substance use disorder is increasing in size and severity. It’s become a nationwide crisis and policymakers must make it a priority to address the existing barriers for those in need of services. Expanding access, coverage, and affordability of mental health care will provide urgent benefits to so many Americans.
