Selected Case Study
For my project I have chosen the case study involving the flawed emergency response to the 1992 Los Angeles Riots. I chose this particular case study after researching this case for a research paper in my previous class. The Los Angeles Riots happened the year that I was born so I do not have any memories from this time but have often heard about the incidence from those around me. The Los Angeles Riots to me seem like the beginning of modern issues with police and the public. Studying issues in criminal justice it is impossible to not hear about this case, and
I have become quite interested in it. Recent years and the death of George Floyd, Breonna Taylor, and Philando Castile have made us all look much harder at the incidents that have been occurring since those riots in 1992. Like the saying goes, “Those who cannot remember the past are condemned to repeat it (Santayana, 1905). It definitely feels like we are not learning and are doomed to repeat the past mistakes. Research Plan
My plan is to utilize both the Southern New Hampshire University Online Shapiro Library as well as scholarly sources from the internet. I also believe that news articles from this incident may offer some great insights, even if they offer no scholarly value. I am hopeful that from these sources I will be able to establish a timeline of sorts in terms of just how the emergency response
went. I would be interested in comparing this incident with the George Floyd incident. Main Issues While there are many issues to be contended with in this incident, I think that the biggest issue is that proper protocol was not executed. All cities should have protocols for situations such as these that would ensure a plan of action was proper and sufficient. But in this case, even though those in authority anticipated protests, no plan was put into place to keep the peace. The National

Guard had been a part of this protocol since the 1960’s (Rosegrant, 2000). Mobilization of the National Guard was painfully slow, and only came once the violence became serious. Even though Mayor Bradley authorized deployment of 2,000 troops around 9PM on April 29
th
, they did not hit the streets until late in the day o April 30. (Rosegrant, 2000). By then the protests were full blown riots, and even then, there was still much confusion as to the role that the troops would play.
