What are the motivations of different stakeholders – customers, government, and internet service providers? In looking at this debate in a simple light, there are essentially two sides to the argument. Those that believe net neutrality is a possible infringement on their rights and is an overreach by the government, and others who believe it “levels the playing field”. Regardless of who may be right and wrong, there is a case to be made on either side of this argument. A customer’s motivation is most likely coming from a fairness point of view. Why should they be charged more based on the content or products they wish to access? Additionally, consumers will most likely gravitate towards the businesses, companies, web pages, and data that is ‘most friendly’ with their ISP. This causes a problem not only for the overall wellness of the consumer experience but also the businesses that have the potential to be affected negatively. Further, the government seems to be split on this issue, with some states issuing their own laws and others leaving it up to the federal government. In the time of Obama, we saw an increase of laws and regulations being passed or attempted at being passed whereas in the time of Trump, it was reversed. This split of the government, I think, largely depends on the political party of the president at the time. I believe that the motivation of the president coincides greatly with what their party wants and requests of them. Republicans, as a generalized statement, tend to be more protective of their privacy and rights whereas Democrats, generally speaking, want to even the playing field as much as possible. I believe this is clearly reflected in the article where it discusses the differences between Obama, Trump, and the FCC. Finally, internet service providers have a strong motivation to enable net neutrality as this would mean more profits for them. I think that the competition of internet providers would become much more fierce and possibly more costly as well. With prices in today’s world already climbing, if a policy was enabled today - and kept for a long period of time - it is quite possible that ISPs would become more wealthy.
