Week 3 Assignment - Developing a Strategic Communication Plan Introduction: The police chief has tasked me to develop and execute a strategic communication plan in response to a high-profile use of force incident involving one of your department's officers. Although the use of force has been legally justified and in line with department policy, a significant amount of adverse public reaction needs to be addressed. Strategic Communication Plan: In formulating a strategic communications plan for a police department, numerous factors must be considered, including budget constraints, infrastructure and capabilities, bandwidth, technology, space, and availability. In addition to these considerations, it is crucial to craft a concise plan that optimally utilizes resources to achieve the highest level of operational performance for the intended goals. In crafting a strategic approach and framework for effective police operations, I advocate for a comprehensive collaboration involving key stakeholders, which includes engaging the city council for budget considerations, seeking guidance from utility leadership for implementation strategies, consulting our police force to address specific needs and utilization aspects, and incorporating the insights of leaders from collocated jurisdictions to ensure a system that harmonizes rather than conflicts. The seven steps involved in the development of a strategic communication plan include STEP 1: Research and Situation Analysis, STEP 2: Determining Goals and Objectives, STEP 3: Identifying Target Publics, STEP 4: Formulating Communication Strategies, STEP 5: Crafting Messages, STEP 6: Planning Tactics and Implementation, and STEP 7: Conducting Evaluation and Measurement (Stephens, 1). 2
Week 3 Assignment - Developing a Strategic Communication Plan The proposed plan aims to follow the outlined steps meticulously, guiding its growth to accomplishment. All problems must be addressed and shared with the group, fostering comprehensive input and swift implementation of solutions for the collective benefit. The group's goals should focus on budget, timeliness, and quality. These goals should be challenging but realistic and achievable, motivating everyone to perform best. The target audience is individuals within the working group, the police force utilizing the communication system, and to make sure the public deserves an effective method to aid, protect, and serve them appropriately. The initial four critical steps in my city's police department's strategic communication plan were extracted from insights gathered in "Strategic Communication Practices: A Toolkit for Police Executive. The initial step to creating an effective strategy is thorough research and situational analysis. This process entails evaluating the organization's current state, serving as the foundation for the entire plan. It encompasses formulating goals, objectives, strategies, messages, and tactics, comprehensively understanding the present situation and the envisioned future state. The way to establish goals and objectives is to align strategic communication goals with the department's mission and vision. These goals should actively contribute to operational success and are articulated using the S.M.A.R.T. criteria—ensuring they are Specific, Measurable, Agreed upon, Realistic, and Time-bound. Targeting the public is identifying and segmenting the public for strategic planning. It involves distinguishing between audiences and stakeholders, providing a helpful way to categorize various groups with ties to the department. Effective communication can propel an individual forward when coupled with appropriate action steps. I outlined the approach I would have employed to conduct research and interpret the situational analysis for my hometown. Additionally, I identified my proposed communication plan's primary goals and objectives, predicted the target group, proposed general communication strategies, and formulated the initial four critical steps for my city's police department's strategic communication plan. The primary objective of a strategic communication plan is to identify the purpose of your communication, identify your audience, plan, and design your message, consider your resources, and plan for obstacles and emergencies (Gowanusballroom, 2).
