#1. Report purpose and problem
What is the purpose of this proposal? What will it do or achieve? Briefly describe the
problem that this report addresses. What is the problem? Who is affected by it? Why is it
a problem? How is it currently being addressed? Be sure that the context is also clear.
Where is this problem encountered, specifically? E.g., “in an office” is insufficient.
Provide specific details about context.
Answer here: This proposal aims to investigate how Covid-19 and implementing public health measures led to increasing hate crimes against Asian people. The hate crimes started to occur when Covid-19 started, and the influence still exists resulting in an issue where Asian people are still vulnerable to this day. As Covid-19 started to spread, people connected the need for public health measures and the negative repercussions of Covid-19 to Asian people worldwide. As a
result, there were increasing violence against Asian people during Covid-19. I want to examine how Covid-19 and the use of public health measures led to hate crimes against Asian people while investigating how it impacted their well-being, physically and mentally.
This proposal can help develop an awareness of how Asian people were vulnerable to hate crimes during the Covid-19 Pandemic. The use of public health measures along with Covid-
19 led certain people to believe that the negative repercussions that resulted from public health measures and Covid-19 were due to Asian people. As a result, people used this belief as a justification for hate crimes against Asian people. I will provide and discuss information on the various hate crimes that Asian people experienced due to Covid-19 and public health measures. A problem that this proposal address is the rise of hate crimes against Asian people. When Covid-19 started to spread, countries worldwide started implementing public health measures such as masking or lockdowns. Countries implemented public health measures to control the spread of the virus. As a result, there were people started to link the Covid-19 health crisis and public health measures to people of Asian descent. The cause of hate crimes against Asian people started as some people believed that Covid-19 began in China and the belief that a virus started by Asian people caused the implementation of public health measures. As a result, many people attributed the use of public health measures, loss of freedom due to lockdowns and the resulting negative consequences to Asian people. This belief was the main factor in the rising
hate crimes against Asian people worldwide.
Asian people worldwide were affected by this issue; it did not matter if the Asian person was young, old, male or female. The background of the Asian person did not matter in the rising cases of hate crimes; people of Asian heritage were all vulnerable to hate crimes during Covid-
19. The pandemic along with public health measures and lockdowns led to a situation where
Asian people were susceptible to racism and violence which was a crucial factor in the rising cases of hate crimes. This is a problem as Covid-19 has led to increasing racism, xenophobia and violence against Asian people. As hate crimes started to rise, Asian people identified or seen as weak, such as the Asian elderly population, were more likely to be targeted, thus becoming more vulnerable. There was also concern about the physical and mental well-being of the Asian community as Asian people had to deal with stress and anxiety as they were vulnerable in society
due to the rising cases of hate crimes against them.
The Stop AAPI (Asian American Pacific Islander) Hate movement, which I am proud to support, has addressed this issue. The movement has marched against hate crimes committed against Asian people and has motivated Asian people not to stay silent. The people involved in the movement have dedicated themselves to speaking up and bringing awareness to the racism within society by not being silent and confronting injustice against Asian people. The media have addressed this issue as specific news organizations have taken the time to
report stories of hate crimes against Asian people. There were news organizations such as CBC that covered the AAPI movement. Governments and their respective leaders have addressed this issue by speaking out against hate crimes while creating policies that condemns Asian biases and violence while providing resources to address hate crimes.
This problem is not specific to a location; countries worldwide, not only Canada, had a fluctuation of hate crimes against Asian people. It could have been an elderly Asian woman taking a walk around the area she lives in, a group of Asian friends going to a restaurant, an Asian business owner or a young Asian woman walking back home in the city she calls home.

Although the context varies, these Asian people can potentially be targets for hate crimes. As Covid-19 and lockdowns occurred, there were a lot of negative consequences, such as financial struggles, people losing their jobs, social isolation and mental health concerns. Due to the anger and anxiety created by these consequences, people used these consequences and emotions to justify committing hate crimes against Asian people.
[Is the purpose clearly and precisely stated? Is the problem clearly identified? Is the context
clearly articulated? Does this clearly state who is affected by the problem? Does this explain
how or why this is a problem? Are you convinced this is really a problem? Is this realistic in
scope? That is, can this problem be realistically addressed in a short report? Identify both
strengths and weaknesses of the proposal here.]

#2. Audience
Who is the audience for your report? What are their concerns regarding this issue?
How are they likely to respond to your proposal? How will you adapt your message to
address this audience?
Answer here: I
would target my report to people worldwide with no limitations. Asian hate crimes are a concerning issue that impacts how Asian people are treated even today. I believe that ending racism is a collaborative effort. The issue of racism exists in our society, and people should show concern because it has the potential to harm Asian people physically and mentally. Racism is a harmful practice that people need to address, and everyone can use their voices to speak up against racism despite their background or social location. I believe that people will agree with my views, or they will not, as everyone has different opinions on racism. There is also
privilege, people may not agree with my views because their privileges due to their social location prevents them from experiencing racism and hate crimes. However, people who see racism as a current social issue will see my proposal as helpful and a step in the right direction. I would include information about what methods of hate crimes resulted for Asian people due to
Covid-19, present these findings and explain that speaking up against these acts of hate will help create awareness and support Asian people in their fight against racism.

#3. Proposed solution
What is your proposed solution to this problem? Explain how this solution is realistic and
feasible. Will the solution actually solve the problem? How do you know? Can you think
of other alternative solutions that might be viable?
Answer here:
My proposed solution is continuously creating awareness of how racism and hate crimes impact Asian people. During the height of the Covid-19 pandemic, I was very vocal about
hate crimes against Asian people and would openly discuss the topic with people willing to listen
and with people who shared similar concerns. I will continue to support the AAPI movement, speak out against any acts of violence against Asian people and continue the work of creating awareness of this systemic issue. However, this solution will not solve the problem, as racism is deeply rooted in our society. Although I will continue to work to create awareness, racism and hate crimes will be a problem that is hard to solve as the influence of racism has a prolonged period of historical roots that is not simple to address and confront.

[Are you convinced? Is the solution clearly a response to the problem? Can you think of
possible objections to this proposal?]

#4. Meets proposal requirements
Briefly explain how well this proposed solution meets the solution requirements identified
in the call for proposals. See assignment description. Can you think of any other criteria
to identify that might support your proposal?
Be brief. At this stage in the proposal, you do not require concrete support for all
stated criteria, but you should have some sense of how well your proposal will
meet these requirements.
Answer here: My approach and the solutions developed by the calls for the proposals both primarily focus on minimizing future societal disruptions. My solution focuses on explaining how Covid-19 resulted in rising cases of hate crimes against Asian people. Through this approach, I want to use this solution and my voice to create awareness of how Covid-19 led to societal disruptions for Asian people due to racism and harm created by hate crimes resulting in uncertainty and vulnerability for Asian people. These frequent hate crimes resulted in negative social disruptions as hate crimes led to Asian people feeling fear and unsafe when they were out in their community. The calls for proposals are about researching how to minimize societal disruptions by researching how public health measures can help avoid the need for lockdowns which created severe negative repercussions for people during Covid-19. Both of our approaches
focus on bringing awareness and working to address issues that had negative consequences for people’s well-being during Covid-19.
Peer reviewer comments:
[Does the solution seem to meet the criteria quite well? What are its weaknesses? Where are
you not convinced? Where do you need to see more research evidence and support? Can you
think of any other criteria that might be used to evaluate proposed solutions?]

#5. Visual Devices
How will you design your report to enhance its visual appeal, its persuasiveness, and its
likelihood of winning over the reader? Identify at least two specific visual devices you will
incorporate into your report. One of these must be an original visual device used to
summarize or present data.
Answer here: My first visual device would be about creating awareness of what forms of violence Asian people experienced due to hate crimes. I would look for a research journal that has a study of what forms of hate crimes Asian people experienced so that I can create a visual device that shows this information. As I want to create awareness on Asian hate crimes, I have to
present data that shows what forms of violence Asian people experience, how common it was,

and, if possible, what location or country had the highest rates of hate crimes against Asian people.
Secondly, I want to share a video where Asian Americans who experienced and survived hate crimes talk about their experiences. It is crucial to hear the voices of Asian Americans who experienced hate crimes. I believe that hearing these voices will help recognize how severe the issue was while helping to create awareness of Asian hate crimes.

Lastly, I found a documentary about the history of racism against Asian people and the rising concern of Anti-Asian hate. This documentary tells the untold stories of the Asian American community and their unique struggles. I learned a lot through this video, and as an Asian American, I believe that this video does a fantastic job of showing the truth of how racism has impacted Asian people in the past and present. This video talks about the issues that Asian people experienced through hate crimes created by Covid-19, so I wanted to use it to finish my report.
