Article:
“The Challenges of Digital Diplomacy in the Era of
Globalization,” by Osman Antwi-Boateng and Khadija Ali
Mohammed Al Mazrouei
According to the article, digital diplomacy has been embraced
by UAE as a key part of its foreign relations.
The UAE still faces deglobalization challenges that threaten
the importance of digital diplomacy.
This presentation seeks to assess the main theories in the
article, my position on their arguments, the need for future
research, and the lessons learned.
THEORETICAL DISCUSSION
Theories addressed by the authors include linguistic
challenges, personnel challenges, organizational culture,
media regulation, state censorship, and state security.
The author’s arguments are true because the transformation
of diplomatic practices has both challenges and
opportunities.
The authors gathered data via in-depth personal interviews.
Organizational culture affects the country’s capacity to use
digital tools in an appropriate way.

CONT.…
According to generational issues, the young generation
has an interest in exploring the internet and social
media as a channel for communicating with other
countries.
On the other hand, traditional diplomats are
apprehensive about using new technologies.
This has caused a key challenge to the Gulf and the
UAE region.
CONT.…
Media regulation in the UAE was introduced to
safeguard its reputation.
These regulations have helped prevent abusive and
hateful commentary from UAE people online.
However, the regulations have limited the UAE’s
citizens from engaging in public diplomacy.
The UAE residents fear making mistakes through
digital tools like Skype, WhatsApp, and Facebook.
CONT.…
Personnel and linguistic challenges have prevented the
UAE from using digital tools in an effective manner.
There is fierce competition among countries to attract
highly skilled technology workers.
Effective digital diplomacy strategy requires the soft
skills of language experts
However, digital communications in the UAE are
often relayed in Arabic or English.

FUTURE RESEARCH
Future research will help improve a better understanding on
the challenges and solutions to Digital Diplomacy on
globalization.
Also, it will help both the old-generation diplomats and the
young-generation diplomats utilize effective communication
technology.
Future research will also help in addressing the benefits of
digital diplomacy to the UAE, the UAE’s digital diplomacy
strategies
UAE citizens will also be able to understand how to reflect
UAE diplomacy.
REFLECTION OF THE LESSON LEARNED
I have earned that:
Diplomacy through Internet tools has caused the
emergence of digital diplomacy.
The egalitarian and open nature of social media has
made it difficult for countries to protect censors and
secret information deemed harmful to the security of a
nation.
The organizational culture and generational issues
affect the nation’s ability to use the current digital
tools in an organized way.
CONCLUSION
Overall:
The transformation of diplomacy presents both challenges
and opportunities to countries like the UAE.
Regulation on the use of media in the UAE helps in
safeguarding its reputation and that of its leaders,
institutions, and citizens.
Obstacles to digital diplomacy include linguistic challenges,
personnel challenges, organizational culture, media
regulation, state censorship, and state security.
Future research will help improve better understanding of
the challenges and solutions to foreign policies in the UAE.
