The distinction between the National Transportation Safety Board (NTSB) and the
Federal Aviation Administration (FAA) Safety Management System (SMS) is relatively
straightforward. The National Transportation Safety Board is responsible for conducting
investigations into all civil aviation accidents within the continental United States, as well as

significant incidents that have taken place in other modes of transportation[ CITATION NTS23 \l
1033 ]. The Short Message Service is an established method utilized by the Federal Aviation
Administration to effectively manage safety risks and ensure the efficacy of risk controls across
the organization [ CITATION FAA221 \l 1033 ]. This encompasses various practices, policies,
and systematic procedures that are implemented for the purpose of managing safety risks. The
system is applicable to both internal entities within the Federal Aviation Administration and
external organizations within the aviation industry [ CITATION FAA221 \l 1033 ].
The global adoption of standardized SMS within the aviation industry is increasingly
becoming a prevalent practice. The step in the evolution of aviation safety is acknowledged by
the Joint Planning and Development Office (JPDO), International Civil Aviation Organization
(ICAO), and civil aviation authorities (CAA), as well as product/services providers [ CITATION
FAA221 \l 1033 ]. Moreover, SMS is also regarded and employed as a fundamental business
process in the aviation industry, particularly in the tracking of safety management
systems[ CITATION Wis231 \l 1033 ].
The National Transportation Safety Board is responsible for conducting investigations,
compiling reports, and identifying the factors that contribute to transportation accidents across
various modes of transportation, including aircraft, trains, cars, ships, pipelines, and other
incidents of a catastrophic or recurring nature such as Hazardous Material (HAZMAT) and
commercial space transportation accidents. The National Transportation Safety Board can
identify safety issues and subsequently provide prevention recommendations. These
recommendations are designed to mitigate the occurrence of future accidents or minimize the
extent of injuries sustained in such incidents. [ CITATION Gar23 \l 1033 ].

The following enumeration outlines the services offered by SMS within the industry.

There exist both positive and negative aspects associated with Short Message Service.
Several errors or problems arise in the implementation of the SMS program, including the
following:

The implementation phase may be overestimated. The organization demonstrates a
lack of realism regarding the maturity of SMS implementation, as they establish
aviation safety goals and objectives that surpass their current capabilities in SMS data
management.

Insufficient Prescriptive/Performative Equilibrium. Both the implementation of
performing and prescriptive aviation Safety Management Systems has their own set

of advantages and disadvantages. To effectively implement SMS, it is imperative for
providers and regulators to collaborate and gain a comprehensive understanding of
the optimal utilization of each party's capabilities, including the specific contexts,
timing, and methods in which they can be most effectively employed.

Methodology for Substantiating an Appropriate Threshold of Safety.
The issue pertaining to SMS lies in its inherent deficiency in terms of resiliency. To
clarify, SMS implementations lacking balanced prescriptive/performing standards, facing
impractical scrutiny in their implementation, and lacking diverse evidence for Alos, are not
viable in the long term. The challenging aspect of SMS lies in the observation that errors may
yield favorable outcomes in the immediate timeframe, while optimal decisions may prove
difficult to execute within a short span. [ CITATION Tyl21 \l 1033 ]
The National Transportation Safety Board follows a specific reporting process. This
implies that in the event of an accident, a sequence of reports is transmitted to the government.
When a crash occurs, investigators are provided by the NTSB field office and headquarter, and
all investigations and evidence will be presented to a counsel. All the reports mentioned are
based on verifiable facts and are presented on a quarterly basis in Washington DC. The final
outcomes will be determined through a series of presentations. The National Transportation
Safety Board is responsible for determining the "provable" cause of an incident, rather than

Based on my extensive reading and research, I believe both Safety Reporting systems
contribute to enhancing the safety of transportation and travel. The question of superiority or
greatness does not depend on individuals or entities. When subjected to examination, both the

National Transportation Safety Board and Safety Management System will yield a favorable
endorsement for prioritizing the safety of all stakeholders, including private entities, the public,
and governmental bodies.
