These provisions include increased electronic surveillance, the monitoring of suspicious banking activity, the implementation of nationwide search warrants, and an emphasis on immigrants associated with terrorist organizations. Effectiveness of Legislation: The overall effectiveness of the USA PATRIOT ACT of 2001 remained successful but also presents mixed results. Initially, the USA PATRIOT ACT aimed to deter terrorism by significantly expanding the powers of law enforcement and intelligence agencies through the expansion of increased surveillance; however, critics of the USA PATRIOT ACT argue that the act itself may infringe on civil liberties (Martin, 2019). Thus, although the enactment of this law may have effectively addressed the need for increased surveillance, target hardening techniques, and the deportation of immigrants, the USA PATRIOT ACT of 2001 failed to address the importance of safeguarding the civil liberties of its citizens, respectively. Name of Legislation: The Department of Homeland Security Act of 2002 Date signed: November 25, 2002 Purpose of Legislation: The Department of Homeland Security Act of 2002 was enacted to remedy certain political disorders, particularly involving the federal bureaucracy within the Department of Homeland Security (Martin, 2019). This decision stemmed from perceived deficiencies in the coordination of homeland intelligence and security efforts, particularly considering the limited administrative control of the original Office of Homeland Security over other federal agencies. Effectiveness of Legislation: The overall effectiveness of the Homeland Security Act of 2002 proved to be successful in many ways. Since its establishment, the Department of Homeland Security restructured its hierarchy and organizational structure. Resultingly, multi-level agencies were created that proved to be instrumental in combatting terrorism through increased administrative efforts, communicative efforts, and well- organized jurisdictional efforts amongst federal agencies to combat terrorism internationally and abroad (Martin, 2019).

These provisions were in direct response to the disclosure of classified NSA documents by Edward Snowden, depicting the NSA’s extensive, yet intrusive, bulk data collection practices, resulting in privacy concerns. Effectiveness of Legislation : The overall effectiveness of the USA FREEDOM Act of 2015 proved to be successful in safeguarding the rights of citizens and the limitations on government surveillance. More specifically, the USA FREEDOM Act imposed stringent limitations on the bulk data collection of telephone records and internet metadata by intelligence agencies (Martin, 2019). Altogether, the USA FREEDOM Act was successful in the sense that the Department of Homeland Security made a tremendous effort to safeguard the privacy rights of its citizens, respectively.
