Verify Taxpayer Information
The first step of the process is verifying the identity of the client and their spouse or dependent(s), if necessary. This will include photo identification and Social Security number for the client and their spouse, and birth certificate and Social Security number for any dependents. Acceptable forms of photo identification include state-issued driver's license, state-issued photo identification, military identification, or United States Passport. Any exceptions are to be approved by the Site Coordinator.

Interview Process
The interview process is a two-step process. The first step is the intake process. This is when it is determined what level of volunteer is needed to accommodate the client: Basic, Advanced, Military, or International. Each has a set level of expertise needed to apply tax law knowledge for the client. However, there are some returns that are outside the scope of the VITA program. These will require the services of a professional tax preparer.
Once the taxpayer is matched with a volunteer, the interview process will start to ensure that the taxpayers’ return is not above the level of certification that they have obtained, the return

is not outside the scope of the program, and the client has all the documents that are needed for the tax return to be completed.
During the intake process, the client will fill out Form 13614-C, which will be given to the volunteer. The volunteer will then review the form with the client, ensuring that all questions are answered yes or no, any unsure answers are clarified to be yes or no, and any conflicting information is clarified.
Quality Review
This process is completed after the return is completed, but before the return is signed by the taxpayer. This can be completed by another volunteer who is certified at the same level or higher as the volunteer who prepared the return, or it can be completed by a designated person at the site. The client will be reminded prior to signing the return that they are signing that everything is correct under the penalty of perjury. Signing off on the return is being done in good
faith that everything is accurate.
