The politics of state and other government officials had affected the work of the subway badly. Funds were not utilized properly and were utilized by state officials for their own work. AB was made President of the city transit authority and he tried to understand the problem at the root level. He developed an all-new plan for the working of the system. He made sure that efficient work is done for the renovation of the subway system. He engaged other board members in the working also. The working was made fast, but it was ensured that working should not be done at any cost.
