The downtown of the city of Chicago is located just few blocks away from Lake Michigan. A cool breeze can be more expected to be experienced in the city during the midafternoon due to the moderating influence of the neighboring lake.

A sea breeze commonly forms on calm and sunny days during which the land gets considerably hotter that the nearby water body. Sea breeze formation starts after sunrise when the air temperature above the ground surface rises whereas, the temperature of water body remains greatly unaltered. Such differential heating occurring between the land and water generates a warmer column of air over the land close to a colder air column above the water. Then, the denser and cooler air above the water blows onto the land, producing a sea breeze during daytime.

A warm breeze would not be generated in Chicago by midafternoon, from the rural regions located away from the city as the effect of cool breeze from Lake Michigan would affect the air.
