A traffic engineer was analyzing traffic operations of Route 44 during 4:30 – 5:30 p.m. He observed the hourly volume of traffic is 1200 vehicles per hour (vph) with a PHF (Peak Hour Factor) of 0.8. It is known that the peak period occurred from 5:15 – 5:30 p.m. Determine the number of vehicles the traffic engineer would count from 4:30 – 5:15 p.m.

An incident occurs on a freeway that has a capacity in the north bound direction, before incident, of 4000 veh/h and a constant flow of 2900 veh/h during the morning commute (no adjustments to traffic flow result from the incident). At 8:00am, a vehicle crash closes the freeway to all traffic. At 8:12am, the freeway is partially opened with a capacity of 2000 veh/h. Finally, the crash site is removed and the freeway is restored to full capacity of 4000 veh/h at 8:31am. Assuming the traffic follows a D/D/1 queueing (FIFO queue discipline) to determine time of queue dissipation, longest queue length, total delay, average delay per vehicle, and longest wait of any vehicle.
Data obtained from aerial photography showed six vehicles on a 600 ft – long section of road.
Traffic data collected at the same time indicated an average time headway of 4 sec. Determine (a)
the density on the highway, (b) the flow on the road, and (c) the space mean speed.

- Through the Walla Walla Road to the entrance of the E-1 parking lot at the University of Washington, vehicles begin to arrive from 7:40 A.M. at a uniform deterministic rate of 480 vph until 8:20 A.M. and from then on at 120 vph. It takes 10 seconds for a vehicle to go through the paying process at the gate. If the parking lot is open at 8:00 A.M., determine (a) when the queue will dissipate, (b) the total delay, (c) the average delay, (d) the maximum queue length (in vehicles), and (e) the longest vehicle delay under FIFO.
