She tells you that she can write down the digits by evalua ting the function $f(x)=3x^2+5x-3\text{ at }x=1,2,3,$ etc., and writing those answers in order. That is, $f(1)=5\text{ and }f(2)=19,$ so her number r starts as 0.519. Notice that the third digit to the right of the decimal point is 9. Find the tenth digit to the right of the decimal point of r.
