If anything is equal to something then if we interchange the left hand side with the right hand side. Still, the relation remains correct. But this is not the case with the inequalities, for example in second case it is given that sum of 56 & 58 is less than or equal to r but if we interchange left hand side and right hand side, it becomes sum of 56 & 58 is greater than or equal to r which is not correct according to given condition.
Hence, we can not interchange left hand side and right hand side in case of inequalities if we want to keep the relation true.
