If the lone pair present in nitrogen atom is delocalized in aromatic compounds, it is involved in aromatic stabilization.  So, that lone pair is a part of delocalization system.  Such types of compounds are less basic.  If the lone pair in nitrogen atom is a part of some functional group, it is also delocalized.  They are also less basic.  If lone pair on nitrogen atom does not involve in delocalization, then it stands its identity.  So, it is localized.  Such types of compounds are more basic than others.
